Good news again for shops and construction companies regarding obtaining a Foreign Worker Employment Permit (LMIA).
Service Canada just Add an exception for businesses with fewer than 10 full-time or equivalent employees across Canada in their payroll:

If the total workforce is between 0 and LESS THAN 10 full-time employees (including all branches across Canada, if any), the nail salon is allowed to hire 2 foreign workers.

Specifically, the restaurant, hotel, and construction sectors received 3 people.
But this regulation only applies until April 2023, so everyone should take advantage of it.
Income or profit/loss doesn't matter; what matters is a genuine labor shortage.
