Australian State Nomination – Subclass 190 and 491 Visas
Skilled Migration via Australian State Nomination
Australia has 6 states and 2 territories that participate in skilled migration nominations. Each location selects candidates based on its own needs and criteria; Home Affairs makes the final decision on visa issuance.
| Visa Class | Status upon Grant | Nomination Points |
|---|---|---|
| 190 – Skilled Nominated | Permanent Residency | 5 points |
| 491 – Skilled Work Regional | 5-year regional provisional visa; eligible to be considered for 191 once requirements are met | 15 points |
Reaching the 65-point threshold does not guarantee selection. It is necessary to evaluate occupation, skills assessment, age, English proficiency, EOI points, and state-specific criteria concurrently.

New South Wales (NSW)
Check the NSW Skills Lists, 190/491 streams, and corresponding selection processes. Your occupation must align with the applicable NSW and visa lists; being on a list does not guarantee an invitation.

Victoria
Victoria has a Registration of Interest (ROI) process in addition to the SkillSelect EOI. Compare your eligibility for the 190 or 491 against the selection criteria on Live in Melbourne.
Queensland
Ensure you check the correct application group, whether you are in Queensland, outside of Australia, or a Queensland graduate. Occupations and supplementary requirements may differ between groups and between the 190/491 visas.
South Australia
Check the occupation list and visa stream that match your current location, employment, and background. Requirements for those working in SA differ from those for applicants residing outside Australia.

Western Australia
The WA State Nominated Migration Program nominates skilled individuals for the 190/491. Check the occupation list, stream, and any experience or employment requirements applicable to your application.

Tasmania
There are pathways for workers and graduates residing in Tasmania, as well as for applicants outside Australia. Read the pathways, conditions, and priority levels carefully; do not rely solely on having studied there.
Australian Capital Territory (ACT)
The ACT uses the Canberra Matrix in its selection process. The Matrix score is the ACT's assessment system, which is separate from the federal EOI score; the two scales are not combined.

Northern Territory (NT)
The NT offers 190/491 nominations with specific conditions and intake periods. Distinguish between NT General Skilled Migration and the NT DAMA: the DAMA requires a qualifying employer for sponsorship.

Business and Innovation
