FCIP – Francophone Community Immigration Pilot
The Francophone Community Immigration Pilot is a permanent residence program for French-speaking workers who wish to live and work in a participating community outside of Quebec. IRCC currently recognizes the program as open; submission timelines and priority occupations depend on each specific community.
6 participating communities
- Acadian Peninsula, New Brunswick
- Sudbury, Ontario
- Timmins, Ontario
- Superior East Region, Ontario
- St. Pierre Jolys, Manitoba
- Kelowna, British Columbia
Key eligibility requirements
- Have a valid job offer from a designated community employer and be recommended by the community. You must intend to live in that community.
- Have at least 1 year (1,560 hours) of relevant work experience within the last 3 years. The work must be paid, not self-employment; duties and TEER must align with the job offer per IRCC regulations.
- French language proficiency of at least NCLC 5 in listening, speaking, reading, and writing. IRCC accepts TEF Canada or TCF Canada results; results must be less than 2 years old when applying.
- Minimum education of a Canadian high school diploma or equivalent. Foreign degrees require an ECA from a designated organization, less than 5 years old at the time of application.
- Proof of funds based on family size; exempted if currently working in Canada with a valid work permit. Family size includes spouse/partner and dependent children not accompanying you.
Certain international students who graduated from a public post-secondary institution within the community may be exempt from the work experience requirement if they meet all criteria regarding the study program, residency duration, and graduation timing. Not every graduate in Canada is exempt.
Application process
- Select a community, check priority occupations, and the list of designated employers.
- Obtain a qualifying job offer; the employer submits a recommendation request to the community.
- The community assesses the validity of the job and the candidate's eligibility.
- Once recommended, prepare and submit your PR application online to IRCC.
Applications typically include passport, civil status documents, job offer, community recommendation letter, proof of experience, French test results, educational credentials/ECA, and proof of funds. Medical exams, police certificates, and biometrics apply as required by IRCC.
Work permit while awaiting PR
Individuals who have applied for PR under the FCIP and meet the requirements can apply for a 2-year work permit, restricted to the employer who provided the job offer. You need a job offer, community recommendation, must meet work permit requirements, and possess an offer of employment number from the employer.
A spouse or common-law partner may apply for an open work permit at the same time; this permit only allows them to work in the same community as the principal applicant.
Register for a profile assessment
Selecting "Register for a profile assessment" is a request for contact, not a full payment of service fees. Service fees are quoted separately based on the scope of work. KeyApply assists with the coordination and preparation of documentation; immigration advice and representation are handled by an RCIC or licensed lawyer.
