Support for business investment in Canada
Services include market research support, business plan development, business establishment and growth, partner connection, operational organization, and compilation of practical operational documents as per the agreed scope.
This project is oriented toward entrepreneurs investing in and directly developing business operations in Canada, incorporating assessments of current provincial nominee programs and suitable Business Work Permits. Product status, ownership rights, budget, and feasibility must be vetted before signing an investment agreement.
Implementation Plan
- Select the province, location, and customer segment based on market research.
- Assess technology, licenses, partners, and commercial operational feasibility.
- Develop a business plan: capital sources, investment costs, revenue, working capital, and staffing plans.
- Define ownership percentages and the investor's direct management responsibilities.
Areas for Vetting
The scope of business consulting, service fees, and the implementation schedule are confirmed through quotes and agreements. Immigration documentation and advice are handled by qualified lawyers or RCICs.
Provincial Nominee Programs to Consider
- BC Entrepreneur Immigration – Base: for starting new or purchasing and growing an eligible business in BC.
- BC Entrepreneur Immigration – Regional: considers only new businesses that align with the priorities of participating communities; requires community visits and referrals; not for purchasing existing businesses.
- Alberta Rural Entrepreneur Stream: for starting new or purchasing businesses in eligible rural communities, including community support and a practical operational plan.
Suitable programs are selected based on the province, industry, investment capital, net worth, experience, language proficiency, and ability to manage directly. This serves as a guideline for vetting; it does not confirm project approval by the province.
Business Work Permit for Investors
- C11 – Work Permit for temporary business owners: must demonstrate significant benefit to Canada and meet temporary residence requirements; not a PR program.
- C60 – Work Permit for provincial entrepreneur candidates: assessed after receiving provincial approval to participate in an entrepreneur program and holding a Work Permit support letter. A support letter is not a PR nomination.
- ICT – Intra-Company Transferee: assessed only when there is an operating foreign enterprise, a qualifying corporate relationship with the Canadian entity, and the transferred personnel meets requirements; not applicable solely due to share purchases.
Can businesses hire additional foreign workers?
This may be assessed if there is a genuine position, legal business activity, ability to pay wages, and appropriate staffing needs. With this model, personnel suitable for the chosen business model can be considered. Opening or purchasing a business does not automatically grant the right to hire foreign workers.
- TFWP / LMIA: assessment of position, NOC, wage levels, recruitment in Canada, and employer’s financial capacity and compliance. Labor caps and cases where low-wage applications are not accepted depend on the location, industry, and regulations at the time of submission.
- C16 – Francophone Mobility: may consider hiring individuals with French listening and speaking skills of NCLC 5 or higher for jobs outside Québec, if all conditions are met; exceptions apply for certain primary agricultural occupations.
Hiring foreign workers does not replace mandatory positions reserved for Canadian citizens or permanent residents under entrepreneur programs. The Work Permits for business owners and employees are assessed separately.
Service Scope and Fees
Services are quoted by phase and workload. Fees are non-refundable and based on consulting work, not on the outcome of Work Permits, nominations, or PR. Fee levels apply to one company with up to 5 founders; larger scopes are quoted separately.
Costs for lawyers/RCICs, government fees, specialized accounting, field surveys, third parties, software, and banking are confirmed separately by agreement.
KeyApply Support
KeyApply provides support in model assessment, market research, business vetting, business plan development, and operational and staffing planning according to the agreed scope. Immigration consulting and document representation are handled by qualified lawyers or RCICs.
Investing in, purchasing, or opening a business does not guarantee a Work Permit, provincial nomination, or PR. Investment costs, implementation fees, lawyer/RCIC fees, and government fees are confirmed separately; consulting prices on the website are not business purchase prices.
