Q&A
Question: I have an Open Work Permit, I live in Montreal, but I don't have a CLB4 English/French certificate. Are there any programs for domestic helpers next March? Is English/French required?
Answer: The IRCC Home Child Care Provider / Home Support Worker Pilot program will reopen on March 31, 2026. However, this program does not apply to those intending to work in Quebec, as Quebec has its own immigration system. You need to demonstrate that you will be working outside of Quebec to be eligible to apply.
In terms of language, the minimum requirement is a CLB 4 level in English or French. You need to take the IELTS General or TEF/TCF test to meet this standard.
An Open Work Permit is an advantage, but to apply for PR, you still need to meet the requirements: a valid job offer, work experience, education, and language skills.
