The New Brunswick Private Career College Graduate Pilot creates a pathway for graduates of eligible programs at participating private career colleges, in the fields of education/social development and healthcare, who are ineligible for a PGWP.

Extension limited until the end of 2027

The Pilot has been extended within a limited scope for the group of students who were enrolled in specific programs but had not yet graduated before the original end date. The extension does not mean all courses or new students at private colleges are eligible to participate.

Key requirements

  • Aged 19 or older; CLB 5 in all four language skills.
  • Complete an eligible program of study at a participating private career college in NB; verify the exact school, field of study, and student cohort in the guidelines.
  • Accept a genuine, unconditional, full-time, and non-seasonal job offer directly related to the program of study.
  • The supporting employer must have been operating in NB for at least 24 months under the same ownership.
  • Must be nominated and apply for a closed work permit before the study permit expires, and within 90 days from the completion date on the final transcript.

EOI and nomination process

  1. Check eligibility and prepare documents; create an EOI through the INB portal.
  2. The EOI is valid for 365 days and is not processed on a first-come, first-served basis. The province selects based on labor market needs, quotas, and periodic priorities.
  3. If an ITA is received, submit a complete application within the deadline stated in the invitation.
  4. If nominated, submit a permanent residence application to IRCC before the certificate expires.

Meeting eligibility requirements or having a job offer does not guarantee an invitation, nomination, or PR approval. Workers must maintain legal working status; Immigration New Brunswick does not guarantee application completion before the work permit expires.

Work permit after nomination

A provincial support letter and an offer of employment code generated by the employer on the IRCC Employer Portal are required. Employers must pay the 230 CAD compliance fee, which cannot be transferred to the worker. PR applications are submitted via the non-Express Entry process.

EOI submission is free; the provincial nomination application fee is 250 CAD and is non-refundable. It should not be assumed that the pilot can be processed before the current permit expires.
