Service details
The Skilled Worker Category is for individuals who have a full-time job offer from a Newfoundland and Labrador employer or are currently working in the province with a valid work permit, meeting the province's labor market needs.
Key Requirements
- Have a qualifying full-time job offer from an employer in Newfoundland and Labrador or be working in the province under the category's requirements.
- Possess the necessary qualifications, experience, training, and professional licenses to perform the job.
- Hold a valid work permit or be eligible to apply for one.
- Demonstrate the ability and intent to settle permanently in Newfoundland and Labrador, along with adequate financial resources.
- For certain TEER 4 or 5 positions, must meet the minimum language requirements according to provincial guidelines.
EOI and Current Process
- Create an Expression of Interest (EOI) on the Immigration Accelerator Portal.
- The province selects candidates based on labor market needs, priorities, and quotas; an EOI is not a nomination application and does not guarantee an invitation.
- If you receive an Invitation to Apply (ITA), submit a complete application within the deadline stated in the invitation. The government has currently announced a temporary reduction of the deadline from 60 days to 30 days.
- If nominated by the province, proceed to submit an application for permanent residence to IRCC.
Candidates must maintain legal status in Canada while applying and meet all category requirements at the time their application is processed.

2026 NLPNP Update
Newfoundland and Labrador currently uses an Expression of Interest (EOI) and Invitation to Apply (ITA) system for the NLPNP. An EOI is valid for 12 months. Once invited, candidates have 30 days to submit a complete application; an ITA cannot be extended. Receiving an ITA does not guarantee a nomination.
