Guide to school enrollment procedures for children new to Canada
(Applicable to Elementary & Preschool students - accompanied by parents)
Many parents moving to Canada with their children are often concerned about the paperwork required for school enrollment. In reality, the procedure is much simpler than in Vietnam.
Below is a comprehensive guide based on official information from the Departments of Education and School Boards across Canadian provinces (Ontario, British Columbia, Alberta, etc.). The basic process is relatively similar across provinces, with only minor differences in forms.
1. Does a child have the right to attend school in Canada?
In Canada:
- Children aged 5-18 have the right to attend public schools (some provinces allow entry into preschool/kindergarten at age 4).
- Nationality is not a factor.
- Newly arrived children can enroll immediately without waiting for the start of a semester.
- Whether schooling is free or requires tuition depends on the parents' visa status (work permit, study permit, PR, etc.).
2. Basic enrollment documents (applicable to all provinces)
🔹 1. Child's documents
- Child's passport
- Canadian visa or entry documents (TRV / Visitor record / Study permit if applicable)
🔹 2. Parents' documents
- Passport
- Legal status in Canada:
- Work Permit / Study Permit / PR
- Proof of legal guardianship
🔹 3. Proof of residency in the province
- Lease agreement OR
- Letter of accommodation
- Utility/internet bill (if available)
📌 Note:
- You can still register for school without long-term housing; the school will provide temporary enrollment.
- Notarized translations are not strictly required from the start, but it is recommended to have one prepared. The school will make a copy and return the translation to the parents.
3. Academic transcripts & records
🔹 For elementary school
- Transcripts (if available) are only used for reference.
- They are NOT used for:
- Determining admission/rejection
- Comparing academic achievements
- The school does not conduct entrance exams.
📌 If you do not have a transcript:
- The child will still be accepted.
- The school will place the child based on:
- Age
- Initial assessment by teachers
🔹 For preschool
- No transcripts required.
- Children are placed strictly according to age.
- No entrance testing.
4. Vaccination records - a mandatory requirement
All provinces require the child's immunization record.
You may submit:
- The vaccination booklet from Vietnam.
- Original or photocopies.
- Provide a translation later if the school requests it.
📌 If vaccinations are incomplete:
- The child can still attend school.
- Parents must commit to completing the series according to the provincial schedule.
5. The child's English proficiency
- Prior English knowledge is not required.
- Public schools offer:
- ESL (English as a Second Language) programs
- Dedicated teacher support for new students
📌 Young children usually adapt quickly and show significant progress after a few months.
6. Where to submit enrollment applications?
🔹 Step 1: Identify your School Board
- Each residential address falls under a specific School Board.
- For example:
- Ontario: TDSB, YRDSB, PDSB…
- BC: Vancouver School Board, Burnaby School District…
🔹 Step 2: Submit application
- Online via the School Board website
or - In person at:
- School Board Office
- Newcomer / Welcome Centre (if available)
- Directly at the school
🔹 Step 3: Receive school placement & start date
- Processing time: usually 3-10 business days.
- Children are typically arranged to start school very quickly.
