Quebec Announces 2025 Immigration Plan: Temporarily Pausing Some Programs to Control Growth
On October 31, 2024, the Minister of Immigration, Legalization and Integration of Quebec, Jean-François Roberge, presented the Quebec Immigration Plan for 2025 to Parliament. This plan builds upon the guidelines of the Quebec Immigration Plan for 2024-2025, aiming to admit between 48,500 and 51,500 immigrants through regular immigration programs, supplementing the "Quebec Graduates" category within the Quebec Experience Program (PEQ).
To control the increase in permanent residency immigration, two temporary measures have been implemented since October 31, 2024:

Applications for the "Quebec Graduates" stream of PEQ are temporarily suspended .

The call for applications for permanent residency under the Regular Skilled Worker Program (PRTQ) and the Skilled Worker Selection Program (PSTQ), which will replace PRTQ, will be suspended from November 29, 2024.
These measures will remain in effect until June 30, 2025, or until the guidelines for the next multi-year immigration plan are announced.
For those who submitted applications under the "Quebec Graduate Student" stream before October 31, 2024, their applications will continue to be processed by the Quebec Ministry of Immigration, Legalization and Integration. However, during the period of these temporary measures, no new invitations will be sent out under the PRTQ and PSTQ.
