AAIP - (Business) Alberta Advantage Immigration Program - Foreign Graduate Entrepreneur Stream

The Foreign Graduate Entrepreneur Stream (FGES) under the AAIP is intended for graduates outside of Canada to establish start-up and innovative businesses in Alberta. Applicants must work with a designated agency approved by Alberta.

Key Eligibility

• At least six months of full-time work experience in business management/ownership or equivalent experience at an incubator/accelerator.
• A post-secondary degree from outside Canada, completed within 10 years prior to the EOI, with an ECA confirming equivalence to a Canadian degree.
• CLB/NCLC 5 in each skill; results must be less than two years old at the time of EOI. IELTS General Training, CELPIP General, PTE Core, TEF Canada, and TCF Canada are accepted.
• A business plan with financial projections and a pitch deck presenting the project in 10 minutes.
• Minimum 34% ownership in an urban centre or 51% in a regional area outside of the Calgary/Edmonton CMA. Business partners must be Canadian citizens or permanent residents.
• Minimum investment of 100,000 CAD in an urban centre or 50,000 CAD in a regional area, according to the source of funds and program requirements.
• A Letter of Recommendation from a designated agency and an assessment report of the business plan when submitting the Business Application.
• Demonstrate sufficient funds to establish the business and support yourself and your family; personal settlement funds are determined based on family size and community population.
• The business must have a physical location in Alberta; the applicant must reside in and manage daily operations.

Sectors and Designated Agencies

The project must relate to at least one sector: technology, aerospace, financial services, energy, agriculture, tourism, life sciences, or pharmaceuticals. The agencies listed on the Alberta website include Elite Global Group Ltd., Empowered Startups, and Platform Calgary. The Letter of Recommendation is decided by the agency; it does not replace the AAIP's file assessment.

Economic Establishment Guidance as of August 12, 2026

Alberta has clarified how existing requirements are assessed without changing eligibility criteria. Beyond investment levels and ownership stakes, applicants must demonstrate the ability to directly manage a viable and sustainable business in Alberta. Files must include evidence regarding the market, cash flow, staffing and salary plans, economic benefits, management capacity, and necessary permits. The AAIP reviews information at the EOI stage, the Business Application stage, and throughout operation and reporting; additional information may be requested.

Process and File Outcomes

1. Check eligibility and prepare a business proposal along with mandatory stream documents.
2. Submit an Entrepreneur EOI; wait for the AAIP to select and invite you to submit a Business Application.
3. Submit a complete file, business plan, and required fees; if approved, execute a Business Performance Agreement (BPA) and follow appropriate work permit procedures.
4. Reside in and directly manage the business in Alberta and fulfill operational and reporting commitments. For new businesses, it is generally required to operate for at least 12 months and meet minimum operating duration and BPA terms before applying for a nomination.
5. The AAIP evaluates the nomination request; after being nominated, apply for permanent residency via the IRCC's Provincial Nominee Program Non-Express Entry and continue to fulfill operational obligations.

Sufficient operating time does not guarantee an automatic nomination. IRCC processing times vary; do not rely on the 12–18 month timeframe as a commitment. Cases where the applicant has already owned and operated an eligible business for at least one year immediately prior to the EOI have separate regulations and do not necessarily require an additional year of operation after submitting to the AAIP.

The total AAIP allocation for 2026 was increased to 6,603 nominations on August 10, 2026. This is the total for the entire program, not the number of remaining spots or specific quotas for this stream.
