Information verified as of October 6, 2026 - source: IRCC and local RCIP administrative bodies.

Program status and intake schedules

The RCIP remains open at the federal level with 14 participating communities. Each community applies its own priority industry lists, selection criteria, quotas, and intake schedules. Having a job offer or meeting minimum requirements does not guarantee a community recommendation or the granting of PR by IRCC.

  • Thunder Bay: Per the October 2, 2026 announcement, designated employers must submit candidate applications before 12:00 PM on October 15, 2026 (Eastern Time, same as Toronto). The application portal closes at this time; remaining 2026 recommendation certificates are expected to be issued in November. For applicants currently working in Canada, the locality does not accept applications under maintained status and requires a work permit with at least 4 months of validity remaining when applying to the CEDC. This is a specific requirement for Thunder Bay.
  • West Kootenay: The September intake was the final Community Recommendation intake for 2026. New Community Recommendation applications are not currently being accepted; dates for the next intake in 2027 have not been announced.

Rural Community Immigration Pilot (RCIP) is an immigration pilot program for skilled workers who wish to live and work long-term in rural or remote communities in Canada.

The program's goal is to help small communities address labor shortages while attracting skilled immigrants to settle permanently and contribute to local economic development.

Currently, the Government of Canada has selected 14 rural communities capable of receiving and supporting immigrants. These communities have the authority to:

  • Designate eligible employers
  • Approve job offers
  • Recommend candidates for permanent residence (PR)

PROGRAM ELIGIBILITY REQUIREMENTS

To apply for permanent residence under the RCIP, candidates must meet all of the following requirements:

1. Valid Job Offer

  • Must have a valid job offer
  • The job offer must be from an employer designated by the community

2. Work Experience

  • At least 1 year of relevant experience (1,560 hours)
  • Within the last 3 years; experience must be paid, consistent with NOC/TEER requirements, and not self-employed.
  • Some international students who graduated from a public post-secondary institution in the community may be exempt from the experience requirement if they meet all IRCC conditions. View experience requirements and exemptions.

3. Language Proficiency

  • Must take a language test approved by IRCC (IELTS/ CELPIP/ TEF, etc.)
  • CLB/NCLC 6 for TEER 0–1; CLB/NCLC 5 for TEER 2–3; CLB/NCLC 4 for TEER 4–5

4. Education

    OR
  • Foreign credentials must have a valid Educational Credential Assessment (ECA)

5. Proof of Funds

  • Prove sufficient funds to:
    • Support yourself
    • Support your family based on IRCC's family size calculation, including family members not accompanying you

PROGRAM PARTICIPATION PROCESS

STEP 1: Choose a rural community

Candidates must select one of the communities participating in the program, such as:

Each community has its own priority industries and labor needs.

STEP 2: Obtain a Job Offer

You must have a job offer before applying for PR.

  • Each community will publish a list of designated employers.
  • Only these employers are permitted to hire workers under the RCIP.
  • The job must be in a priority industry for that community.

STEP 3: Obtain a Community Recommendation

After securing a job offer:

  • The employer will submit your recommendation application to the community for review.
  • The community will verify:
    • If the job falls under a priority industry
    • If the job offer is genuine and valid
    • If the candidate meets all program requirements

If approved, the community will issue a Recommendation Letter.

STEP 4: Submit Permanent Residence (PR) Application

Once you have the Recommendation Letter, you can submit your PR application to IRCC.

RCIP HIGHLIGHTS

  • No Express Entry required
  • No CRS score required
  • Work permits under the RCIP use an LMIA-exempt mechanism if IRCC conditions are met
  • Focuses on real local labor needs

WHO IS THE RCIP FOR?

  • Skilled workers looking for permanent settlement
  • Individuals willing to live in rural areas
  • Candidates with a qualifying job offer and the intention to reside long-term in the recommending community
  • Individuals with practical work experience matching local needs

Language, Education, and Financial Requirements

  • Minimum language proficiency based on the job offer's TEER: CLB/NCLC 6 for TEER 0–1; CLB/NCLC 5 for TEER 2–3; CLB/NCLC 4 for TEER 4–5. Accepted tests include IELTS General Training, CELPIP-General, PTE Core, TEF Canada, and TCF Canada.
  • Minimum education equivalent to a Canadian high school diploma. Foreign degrees require an ECA from a designated organization, dated less than 5 years prior to the application date.
  • Proof of funds is required based on family size, unless currently working in Canada with a valid work permit. Family size includes spouse/common-law partner and dependent children even if they are not accompanying. Check current IRCC rates directly.

Work permit during PR processing

After submitting a PR application under the RCIP, eligible candidates can apply for a 2-year work permit, valid only for the employer who provided the job offer. This requires a qualifying job offer, community recommendation, and meeting work permit requirements. This is not an open work permit for the principal applicant.

A spouse or common-law partner may apply for an open work permit at the same time, but the permit only allows them to work in the same community as the principal applicant. The employer must provide an offer of employment number before the candidate begins the work permit application.
