The Business Investor Stream (BIS) program allows the province of Manitoba to select and nominate qualified investors and entrepreneurs from around the world who intend and are able to start or acquire a business in Manitoba.

This program includes two pathways:

  • The Entrepreneur Pathway (EP) is for candidates wishing to start a business in Manitoba; and
  • The Farm Investor Pathway (FIP) is designed for individuals intending to establish and operate a farm in rural Manitoba.

Entrepreneur Pathway (EP)

This allows the province of Manitoba to select and nominate qualified entrepreneurs from around the world who intend and are able to relocate to Manitoba to establish, acquire a business, or become a partner in an existing business after arriving in Canada on a temporary work permit.

This revamped EP program replaces the previous MPNP-B series.

Applicants are no longer required to deposit the CAD 100,000 security deposit with the Manitoba provincial government.

Sufficient Conditions - Entrepreneur Pathway:

Criteria Minimum requirements
Business experience You must have at least 3 years of full-time work experience within the last 5 years, in a role as a business owner directly managing or senior-level in a successful business. Business owners are scored higher than senior managers. To be eligible for points, business owners must own a minimum of 33 1/3% of the company's shares.
Language proficiency You must have a minimum English or French language proficiency level of CLB/NCLC 5.
Education The minimum educational requirement is equivalent to a Canadian high school diploma.
Net worth You must have a minimum net worth of CAD 500,000. Your personal assets will be verified by a third party approved by the MPNP. This verification report, along with your application for permanent residency, must be submitted to the MPNP within 120 days of receiving your Letter of Invitation to Apply (LAA).
Business investment The minimum investment is CAD 250,000 for businesses located in the Winnipeg Metropolitan Area. The minimum investment is CAD 150,000 if the business is located outside the Winnipeg Metropolitan Area. The investment must be made in an eligible business as defined by the MPNP. The proposed business must create or maintain at least one job for a Canadian citizen or permanent resident in Manitoba (excluding the business owner or their relatives). Details of the business investment must be clearly presented in the business plan – this is a mandatory part of the application.
Criteria Preferred
Business Research Visit Applicants are encouraged to undertake a site visit to Manitoba. This visit will allow you to thoroughly research potential investment opportunities or business proposals. The visit must be conducted no more than one year before submitting your Expression of Interest (EOI). You may attend Business Investor Program (BIS) informational seminars during your visit. These seminars provide detailed information about the BIS and the business environment in Manitoba.
Adaptability You will receive bonus points if:
- Your spouse has a Club/National Quality Award level 5 or higher;
- You or your spouse have a Club/National Competency Level 5 or higher in a second official language;
- You or your spouse or legal partner have a close relative living in Manitoba for more than one year;
- Your child has been enrolled full-time at an accredited educational institution in Manitoba for at least six months prior to submitting the EOI;
- You or your spouse have completed at least one year of full-time post-secondary education in Manitoba (studying after age 17 and with a valid study permit);
- You or your spouse have worked full-time continuously for at least 6 months in Manitoba, with a confirmation letter from your employer and a copy of your work permit.
Age There are no minimum or maximum age limits; however, ranking points are prioritized for candidates aged 25 to 49.

Farm Investor Pathway (FIP)

The Farm Investor Pathway (FIP) is for individuals with proven farm management experience, sufficient available investment capital, and an intention to establish and operate a farm in rural Manitoba.

Successful FIP applicants are expected to establish a farm in rural Manitoba, producing primary agricultural products that align with the province's existing agricultural sector.

The type of activity and investment must be consistent with provincial statistics and relevant to Manitoba's agricultural sector.

Agricultural businesses that do not produce primary products may be eligible to participate in the Entrepreneur Pathway.

This revamped FIP program replaces the previous Farm Strategic Recruitment Initiative.

Sufficient conditions - Farm Investor Pathway (FIP)

Criteria Minimum requirements
Farm business experience You must have a minimum of 3 years of experience owning and operating a farm, proven by valid verification documents.
Official language proficiency The Farm Investor Program (FIP) recognizes that proficiency in one of Canada's two official languages ​​(English or French) is a crucial adaptability skill, enabling you to quickly settle and thrive in rural Manitoba. If you are invited for an FIP interview, you will be required to conduct the interview in either English or French.
Investing in farm businesses You must invest a minimum of CAD 300,000 and establish a farm business in rural Manitoba. The investment must be in a tangible asset that is eligible as defined by the MPNP. A farm business plan is a mandatory and essential part of the application. Investments in farms intended solely for passive income or speculation will not be eligible.
Farm business survey trip You are required to conduct a farm business survey in Manitoba.
Farm business operations The farm business must have regular and continuous operations in rural Manitoba. You must live on the farm and be directly involved in managing the farm operations continuously from Manitoba. The farm must produce primary agriculture and be economically viable. The MPNP requires you to engage in value-added agricultural activities in Manitoba. Speculative activities or those involving third-party farm management will not qualify under the MPNP.
Economic adaptability You must demonstrate adaptability, particularly in practical agricultural skills, technical knowledge, and experience in applying technology in agricultural production that can be directly transferred to Manitoba's current primary agriculture sector.
Net worth You must have a minimum net worth of CAD 500,000. The MPNP may request verification of your assets and financial information through a designated service provider. If requested, the verification report, along with your application, must be submitted to the MPNP within 120 days of receiving your Invitation to Apply.

Those who are not eligible to apply for the MPNP

The following individuals are ineligible to apply for the Manitoba Provincial Nominee Program (MPNP):

  • Individuals who are seeking asylum, or are in the process of appealing, or are subject to federal deportation;
  • Live-in caregivers currently residing in Canada;
  • Temporary foreign workers are those working and living in provinces other than Manitoba;
  • Spouse of a Canadian citizen or permanent resident;
  • Individuals who have been denied MPNP within the last 6 months and have not yet rectified the reason for the denial;
  • Individuals who have an active immigration profile in any other federal or provincial immigration program in Canada (note: Express Entry profiles are not counted as active immigration profiles).

If you or your spouse already have an MPNP application in processing, you are not permitted to submit another application under any other MPNP stream or pathway.
