The Business Investor Stream is not currently conducting EOI draws, but the MPNP continues to review business EOIs. Suitable profiles may receive a Letter of Advice to Apply (LAA); this is not a program closure notice. The Entrepreneur Pathway uses a separate process: submit a Self-Assessment, Business Concept, and representative forms if applicable to MPNP-BusinessStream@gov.mb.ca according to official instructions; do not use the Skilled Worker EOI process.

The Business Investor Stream (BIS) allows the province of Manitoba to recruit and nominate qualified investors and entrepreneurs from around the world who have the intent and ability to start or purchase a business in Manitoba.
This program includes two pathways:
- The Entrepreneur Pathway (EP) for candidates wishing to open a business in Manitoba; and
- The Farm Investor Pathway (FIP) for those intending to establish and operate a farm in rural Manitoba.
Entrepreneur Pathway (EP)
Allows the province of Manitoba to recruit and nominate qualified entrepreneurs from around the world who have the intent and ability to move to Manitoba to establish, purchase a business, or become a partner in an existing business after arriving in Canada on a temporary work permit.
This renewed EP program replaces the former MPNP-B stream.
Candidates are no longer required to submit a $100,000 CAD deposit to the Manitoba provincial government.
Eligibility Criteria - Entrepreneur Pathway:

| Business Experience | You must have at least 3 years of full-time work experience in the last 5 years, as an active business owner or in a senior management role of a successful business. Business owners are ranked higher than senior managers. To be considered a business owner, you must own at least 33 1/3% of the business. |
| Language Proficiency | You must have a minimum proficiency in English or French of CLB/NCLC 5. |
| Education | Minimum education equivalent to a Canadian high school diploma. |
| Net Worth | You must have a minimum net worth of $500,000 CAD. Your personal assets will be verified by a third party approved by the MPNP. This verification report, along with the immigration application, must be submitted to the MPNP within 120 days of receiving a Letter of Advice to Apply (LAA). |
| Business Investment | The minimum investment is $250,000 CAD for a business located within the Winnipeg Metropolitan Region. The minimum investment is $150,000 CAD if the business is located outside the Winnipeg Metropolitan Region. The investment must be made in an eligible business as defined by the MPNP. The proposed business must create or maintain at least one job for a Canadian citizen or permanent resident in Manitoba (excluding the business owner and their relatives). Details of the business investment must be clearly presented in the business plan - a mandatory part of the application. |

| Business Research Visit | Candidates are encouraged to conduct an in-person research visit to Manitoba. This visit helps you research investment opportunities or your future business proposal in detail. The research visit must be conducted no more than 1 year prior to submitting your Expression of Interest (EOI). You may attend BIS information sessions during your visit. These sessions provide detailed information on the BIS and the business environment in Manitoba. |
| Adaptability | You will receive points if: - Your spouse/common-law partner has CLB/NCLC 5 or higher; - You or your spouse have CLB/NCLC 5 or higher in a second official language; - You or your spouse or common-law partner has a close relative living in Manitoba for over 1 year; - Your child is enrolled full-time at an accredited educational institution in Manitoba for at least 6 months prior to the EOI date; - You or your spouse have completed at least 1 year of full-time post-secondary study in Manitoba (after age 17 and with a valid study permit); - You or your spouse have worked full-time continuously for at least 6 months in Manitoba, with a letter of confirmation from the employer and a copy of the work permit. |
| Age | There is no minimum or maximum age limit; however, ranking points prioritize candidates aged 25 to 49. |
Farm Investor Pathway (FIP)
The Farm Investor Pathway (FIP) is for individuals with proven farm management experience, sufficient available capital to invest, and the intent to establish and operate a farm in rural Manitoba.
Successful FIP applicants are expected to establish a farm in rural Manitoba that produces primary agricultural products consistent with the province's current agricultural industry.
The type of operation and investment must be consistent with provincial statistics and related to Manitoba's agricultural sector.
Agricultural business operations that do not produce primary products may be eligible for the Entrepreneur Pathway.
This renewed FIP program replaces the former Farm Strategic Recruitment Initiative.
Eligibility Criteria - Farm Investor Pathway (FIP)

| Official Language Proficiency | The Farm Investor Pathway (FIP) recognizes that the ability to use one of Canada's two official languages (English or French) is an important adaptability skill that helps you settle and grow economically in rural Manitoba. If you are invited for an FIP interview, you will be required to conduct the interview in English or French. |
| Farm Business Investment | You must invest at least $300,000 CAD and establish a farm business in rural Manitoba. The investment must be made in eligible tangible assets as defined by the MPNP. A farm business plan is a mandatory and essential part of the application. Farm investments made solely for passive income or speculative purposes will not be eligible. |
| Farm Business Research Visit | You are required to conduct a farm business research visit to Manitoba. |
| Farm Business Operations | The farm business must have regular and ongoing business operations in rural Manitoba. You must reside on the farm and be directly involved in the day-to-day management of farm operations from within Manitoba. The farm must produce primary agricultural products and be economically viable. The MPNP requires you to engage in value-added agricultural activities in Manitoba. Speculative activities or hiring a third-party farm manager will not be eligible under MPNP regulations. |
| Economic Adaptability | You must demonstrate adaptability, particularly in terms of practical farming skills, technical knowledge, and experience applying technology to agricultural production that can be directly transferred to Manitoba's current primary agricultural sector. |
| Net Worth | You must have a minimum net worth of $500,000 CAD. The MPNP may require your assets and financial information to be verified by a designated service provider. If requested, the verification report, along with the immigration application, must be submitted to the MPNP within 120 days of receiving an Invitation to Apply. |
Who is not eligible to apply to the MPNP
The following individuals are not eligible to apply to the Manitoba Provincial Nominee Program (MPNP):
- Refugee claimants, or individuals involved in federal appeal or removal proceedings;
- Live-in Caregivers currently residing in Canada;
- Temporary foreign workers currently working and residing in a province other than Manitoba;
- Spouses of Canadian citizens or permanent residents;
- Individuals who have been refused by the MPNP within the last 6 months and have not addressed the reasons for refusal;
- Individuals with an active immigration application under any other federal or provincial immigration program in Canada (note: Express Entry profiles are not considered active immigration applications).
If you or your spouse already have an MPNP application in process, you are not permitted to submit another application under any other stream or pathway of the MPNP.
