Ontario Updates Immigration Nominee Program (OINP): Launch of Employer Portal, In-Person Interviews, and Changes to Education Requirements

The Ontario government has just announced a series of significant changes to the Ontario Immigrant Nominee Program (OINP), aimed at improving transparency, ensuring the quality of applications, and more accurately reflecting the actual needs of the province's labor market. These changes, implemented by the Ontario Ministry of Labour, Immigration, Training and Skills Development (MLITSD), officially took effect on July 1, 2025.
🔹 1. Launching the Employer Portal
One notable change is the rollout of the new Employer Portal, applicable to Employer Job Offer streams. Instead of candidates directly creating profiles as before, the process is now initiated proactively by employers.
Employers will register their company information and job openings on the portal. Based on this information, new candidates can then submit an Expression of Interest (EOI).
Note:
- All EOIs submitted before July 1, 2025 have been removed from the system.
- Candidates need to coordinate with the employer to resubmit their Expression of Interest (EOI) according to the new procedure.
- The Expression of Interest (EOI) is currently valid for 12 months from the date of submission.
🔹 2. Adding the right to request an in-person interview.
The OINP program now has the right to request in-person interviews with both employers and applicants. This is a measure to verify the authenticity and legitimacy of nomination applications.
In exceptional circumstances, appropriate support and adjustments will be provided to candidates.
🔹 3. OINP reserves the right to return applications before granting nominations.
The OINP program now allows applications to be returned and refunded if they are deemed unsuitable based on criteria such as:
- Annual nomination quota
- The level of urgency of the profession in the market.
- Risk of compromising program integrity.
This allows the program to focus on high-quality applications that best align with the province's current economic priorities.
🔹 4. Relax educational requirements for preschool teachers
In the following lines:
- Human Capital Priorities (HCP)
- French-Speaking Skilled Worker (FSSW)
Applicants with the primary occupation code NOC 42202 - Early Childhood Teachers and Assistants , who are already members of the Ontario College of Early Childhood Educators, are no longer required to meet the minimum educational requirements.
This is to acknowledge that they are ready to work in this field, based on professional assessments at the provincial level.
