Regarding public policy
The interim public policy aimed at further facilitating access to permanent residency for construction workers without residency status in the Greater Toronto Area (GTA) provides a pathway to permanent residency for a small number of construction workers and their dependents.
For this public policy, GTA is defined as:
- Toronto
- Durham
- Halton
- Peel
- York

Regarding the process
If you meet the eligibility criteria, the first step is to complete the Canadian Labour Union (CLC) registration form (PDF, 391 KB).
CLC will review your application. If they find that you may be eligible, they will forward your permanent residency application to the Department of Immigration. The Department of Immigration will make the final decision on your application.
A maximum of 500 applications will be processed in total.
As of April 15, 2021, only 52 applications had been submitted. You still have a chance to apply for this program!
If you are approved
While your permanent residency application is being processed, you will be granted a Temporary Resident Permit (TRP) and a work permit allowing you to work legally in Canada.
Family members
If you include family members in Canada in your permanent residency application, they will also need to apply for a work permit, study permit, or TRP. This will allow them to remain in Canada while their permanent residency application is being processed.
Family members included in the application who are not applying for a work or study permit must apply for a TRP. If you have dependents who are not of school age, they must apply for a TRP.

Who can apply?
You can apply for permanent residency under this public policy if you meet all of these requirements:
- They entered Canada as temporary residents but do not currently have resident status.
- live in Canada and have been here for at least 5 years
- have relevant work experience
- Having family in Canada, that family could include:
- Spouse, children living in Canada, or
- Relatives who have PR or Canadian citizenship:
- Mom
- father
- Older brother
- older sister
- grandma
- grandfather
- cousins, grandchildren (both paternal and maternal).
- aunt
- uncle
- cousins
- Introduced by the Canadian Labour Union (CLC)
- Not banned from entering Canada
Note: You and your family members cannot apply for permanent residency under this public policy if
- You or a member of your family has a pending asylum application or
- You or your family members are unsuccessful asylum seekers.
When you enter Canada
When you first arrive in Canada, you need to enter legally as a temporary resident (tourist, student, or worker).
Living in Canada
You must be living in Canada and have lived in Canada continuously for 5 years or more.
To prove that you are living in Canada, you can use copies of your lease or rental agreement. If you do not have a lease or rental agreement, you can use a combination of other documents, such as
- A letter from the landlord or property owner (the letter must include the dates you lived at the location).
- A bill or bank statement with your name and address
Work experience
When applying, you must
- currently working in Canada and
- have sufficient past work experience.
You must have completed the work outlined in the NOC job description for your occupation as well as most of the main duties.
- Group 72 (Technicians and transport personnel and controllers)
- Group 73 (unskilled laborers)
- Group 75 (assistants, workers, drivers, operators and other transport workers)
Over the past 5 years, you need to have worked a minimum of 4,680 hours . Your work experience can range from:
- 1 full-time job
- One or more part-time jobs
- a combination of full-time and part-time work
To demonstrate your past work experience, you can use
- copy of previous work permit
- copy of T4 tax receipt
- copy of Notice of Assessments
- Letter of recommendation from your employer or a colleague.
- copy of employment contract
- payslip
