KEYAPPLY - IMMIGRATION INVESTMENT

Immigration, Refugees and Citizenship Canada (IRCC) exclusively manages the Start-Up Visa Program, ending its contract with NACO and CVCA: Positive aspects, limitations, and trend forecasts.

Immigration, Refugees and Citizenship Canada (IRCC) has decided to take over the full management of the Start-up Visa (SUV) program, ceasing contract renewals with the National Association of Startup Support Organizations (NACO) and the Venture Capital and Private Equity Association of Canada (CVCA) effective July 31, 2024. This decision marks a significant shift in the program, opening up both new opportunities and challenges for participating entrepreneurs and organizations.

Explanation of NACO and CVCA

NACO (National Association of Startup Support Organizations) and CVCA (Canadian Venture Capital and Private Equity Association) are two key organizations in Canada's startup ecosystem. Previously, NACO was responsible for overseeing and designating angel investor groups, while CVCA was responsible for designating venture capital funds. NACO has also taken on a role from the Canadian Association of Business Incubators and Accelerators (CABI) to oversee incubators and accelerators.

The primary role of NACO and CVCA is to ensure that these designated organizations have the capacity and commitment to support startup entrepreneurs participating in the SUV program. They oversee the evaluation process, provide Letters of Support (LOS) to eligible entrepreneurs, and ensure that these businesses have the potential for sustainable growth in Canada.

Positive side

1. Tighter quality control:
With IRCC directly managing the program, no longer dependent on NACO and CVCA, the quality of startup projects can be more tightly controlled. This helps ensure that only truly promising businesses are approved, thereby enhancing the credibility of the SUV program.

2. Faster processing time:
Eliminating the dual reporting process between supervisory bodies and IRCC could shorten application processing times. This could be advantageous for entrepreneurs, as they could receive quicker responses from IRCC.

Limitations

1. Reduce the number of designated organizations:
The failure to add new designated organizations to the SUV program in the near future may limit the diversity and choices available to entrepreneurs seeking support from already designated organizations. This could reduce entrepreneurs' access to essential support services.

2. Challenges in proving the feasibility of the project:
Since IRCC is not an expert in the evaluation process, entrepreneurs will face more challenging questions and need to be better prepared to demonstrate the feasibility of their project. This requires them to have a clearly structured business proposal and the ability to answer IRCC's questions themselves.

3. Loss of the "peer review" process:
The elimination of the "peer review" process may remove an additional layer of quality control previously exercised by NACOs and CVCAs. Instead, designated organizations will have to account directly to IRCC officials without going through a peer review process. This could increase pressure on designated organizations and entrepreneurs to meet increasingly stringent standards.

Forecasting Future Trends

Here are the predicted trends for the SUV program following recent changes:

  1. Tighter quality control: IRCC's direct management of the project, rather than through intermediary organizations like NACO and CVCA, indicates tighter quality control. This helps ensure that businesses participating in the SUV program truly have the long-term growth potential in Canada.

  2. Risks from unreliable designated organizations: Organizations that issue Letters of Support (LOS) solely for the purpose of "collecting money" may pose greater risks to clients. This requires entrepreneurs to be cautious in selecting partners to support their programs.

  3. The challenge in proving project feasibility: Implementing and demonstrating the project's operational viability will be a major challenge for clients, requiring strong commitment from entrepreneurs and comprehensive support from designated organizations.

  4. In-depth support from Ontario Startup Studio: Currently, Ontario Startup Studio is the only studio in Canada with a full-time, on-site team supporting businesses participating in the Start-Up Visa program. This provides entrepreneurs with the necessary support to overcome the program's challenges.

Speech by Andy Bui, Director of Ontario Startup Studio

Andy Bui, Director of Ontario Startup Studio, commented: "With the current changes, startups need to be more thoroughly prepared in demonstrating the feasibility and growth potential of their projects. IRCC's increased quality control means higher standards. Therefore, entrepreneurs need a clear strategy, a well-structured business proposal, and be prepared to meet the more stringent evaluation requirements from the government."

Conclude

IRCC's takeover of the exclusive management of the Startup Visa program marks a significant step forward in improving the program's quality and effectiveness. However, it also poses considerable challenges for both entrepreneurs and designated organizations. To succeed in this new environment, entrepreneurs need to be better prepared, have a clear strategy, and be ready to meet the increasingly stringent requirements from IRCC.
