Applicants will be evaluated based on the selection criteria below, using the information and documents provided in their application. Applicants must meet all of the following criteria to be approved.

- Combining NAICS and NOC qualifications for work experience and job offers.

- Intention to reside outside Quebec
Education
Note: Applicants residing in Canada at the time of application and meeting the job requirements do not need to meet the education requirements. Applicants residing outside Canada must still demonstrate both education and employment.
Applicants must demonstrate that they possess at least one of the following:
- Canadian high school diploma or higher (certificate, diploma, or degree)
- Foreign qualifications are completed with an Educational Qualification Assessment (ECA) report from an IRCC-approved organization.
The report must show that the foreign qualification is equivalent to or higher than a Canadian high school qualification.
Job requirements
Note: Applicants residing in Canada at the time of application and meeting the education requirements do not need to meet the employment requirements. Applicants residing outside Canada at the time of application must meet both the education and employment requirements.
Applicants must demonstrate that they meet the relevant job requirements of the position for which they are offered. Relevant job requirements may include education, training, or other qualifications listed in the NOC description.
Job offer request
Applicants must demonstrate that they have received a job offer and submit the Job Offer for Foreigners – Agricultural Pilot Program [IMM 0115] form stating that:
- Authentic, as defined in paragraph 200(5) of the Immigration and Refugee Protection Regulation (IRPR)
- From a single employer in Canada whose primary business activity matches the descriptions listed in NAICS for eligible occupations under AFP.
- From a recruiter with CRA business numbers
- Not from the employer mentioned in sub-points R200(3)(h)(i) to (iii)
- In a qualifying occupation (NOC) and occupation (NAICS)
- Full-time, non-seasonal, and no time limit.
- The proposed salary must be equal to or higher than the average salary for the occupation in the province where the work will be performed, as determined in the Employment Insurance Commission of Canada's Job Bank. If there is no average salary for that province, the proposed salary must be equal to or higher than the national average salary.
Qualifying work experience
Applicants must demonstrate that they have acquired work experience:
- Equivalent to at least one year of continuous or accumulated full-time work (at least 30 hours per week), non-seasonal, within the past three years.
- Made in Canada
- Paid work (excluding volunteer work and unpaid internships)
- In one or more eligible occupations (NOCs) and occupations (NAICSs).
- For one or more employers
- Implement the activities listed in the NOC's lead statement and several key tasks.
- Tasks beginning with "may" in the NOC description are generally not considered primary tasks.
Official language proficiency
Applicants must provide an IRCC-approved language test demonstrating they have a minimum level 4 in the Canadian Language Standards (CLB) or Niveaux de compétence linguistique canadiens (NCLC) for listening, speaking, reading, and writing.
Temporary residence status
Applicants in Canada must have temporary resident status while their permanent residency application is being processed.
Settlement Fund
If the applicant has lived and worked in Canada with a valid work permit, they do not need to provide proof of funds. If the applicant has not worked in Canada, they must demonstrate that they have sufficient funds to settle in Canada at the time of application and upon completion of the application. The funds must meet the following criteria:
- Available and transferable
- Not bound by any debts or other obligations.
- Sufficient to support initial settlement in Canada
Intention to reside outside Quebec
IRCC must be satisfied that the applicant intends to reside in a province outside of Quebec. When applying for permanent residency, whether at a local IRCC office in Canada or at the port of entry, the applicant must demonstrate that they still intend to reside outside of Quebec.
