Employer Job Offer: The International Student Stream is the Ontario Provincial Nominee Program (OINP) for international students with a job offer in Ontario in TEER 0-3 occupations. The program is open to applicants currently in Canada or outside of Canada and does not require work experience (unlike many other streams).

If nominated by Ontario, you will then apply to IRCC for Permanent Residency (PR) (IRCC is the final decision-making body).

Strengths of this area

  • Work experience is not required (if you meet the educational requirements and job offer).
  • Applicable to many occupations TEER 0–3.
  • The process is clear: EOI (Expression of Interest) → ITA → Submit nomination application → Submit PR application.

Application process

Step 1: Employer creates a Job Offer on the Employer Portal

  • Businesses register accounts and create job offers for your position.
  • After creation, you will receive a Job Offer ID to register for an EOI.

Step 2: Candidates register for an Expression of Interest (EOI).

  • Within 30 days of the employer submitting the job offer on the portal.

Step 3: If an Invitation to Apply (ITA) is received → both the Employer and the Candidate submit their applications.

  • Employer: Submit your “Approval of an employment position” application within 14 days of receiving your ITA.
  • Applicants: Submit application and pay fee within 17 days; submission is only possible after the employer has submitted their share.

Note: Applications submitted by "self-proclaimed/invalid representatives" may be withdrawn and refunded according to program regulations.

Job Offer Conditions (Approved Position)

The job offer must simultaneously meet the following criteria:

  1. Full-time & long-term
  • Minimum 1,560 hours/year and ≥ 30 hours/week
  • No end date (not seasonal/contract)
  1. Occupations suitable for TEER 0-3
  2. Low wage levels are defined by the Ontario and NOC regions (refer to Job Bank).
  3. The location is "urgently necessary" for business operations.
  • It must be relevant to existing business operations and necessary for maintenance/growth.
  1. Working primarily in Ontario.
  2. Share ownership limit
  • You and your family are only allowed to receive less than 10% (and this is usually only accepted if it's an employee reward).

Candidate Requirements

After obtaining the ITA, you must meet the following requirements:

  1. I have registered for an Expression of Interest (EOI) and submitted my Invitation to Apply (ITA) on time.
  2. Eligible education
    You need to have one of the following qualifications/certificates (and more than 50% of the required studies completed while in Canada):
  • A minimum 2-year full-time degree/diploma from a qualifying Canadian educational institution, or
  • A minimum of one year of graduate degree/diploma experience, or
  • Ontario College Graduate Certificate of at least one year (in Ontario), or
  • University Graduate Certificate (minimum 1 year) in Ontario
  1. If the occupation requires licensing/authorization in Ontario, a valid license is required when applying.
  2. Intention to live in Ontario (demonstrated through studies, work, family, property, connections, etc.)
  3. Legal status in Canada (if applying from Canada) may be acceptable for maintained status.
  4. Two years after graduation
  • You must submit your application within two years of completing the program/receiving the credential.

Conditions for the Employer (Guarantor Company)

Employer needs:

  • Operating for at least 3 years
  • There is a facility in Ontario where you work.
  • There are no outstanding orders under the Employment Standards Act/Occupational Health & Safety Act.
  • Achieve the minimum revenue target for the most recent fiscal year:
    • ≥ $1,000,000 if the location is in GTA
    • ≥ $500,000 if outside of GTA
  • Achieve the target number of full-time employees:
    • ≥ 5 PR/Citizen (if in GTA)
    • ≥ 3 PR/Citizen (if outside GTA)

Scoring EOI (Scoring Factors)

When you join an EOI pool, the system assigns points based on the group:

  • NOC/TEER, industry group
  • Salary
  • Work/study permit status
  • Seniority with the employer (if any)
  • Income (NOA – CRA)
  • Education, field of study, studying in Canada
  • Language (Club)
  • Work area & study area (Regionalization)

Your EOI score is not a substitute for eligibility. Even with a high score, you must still meet all criteria and submit the correct documents.

What will you receive if you are nominated by OINP?

Typically includes:

  • Letter of acceptance of nomination
  • Nomination Certificate
  • Letter of support for a work permit (if applicable)

Then you submit your PR application to IRCC. While waiting for PR, you must maintain the employment conditions as stated in your application.
