Minimum criteria and requirements

Business Experience (Business Experience/Business Plan)

  • A business plan is mandatory in the application.
  • You must have operated the business in a senior manager role on a day-to-day basis from a business location in Manitoba for at least six months prior to nomination, in accordance with the requirements of the Business Performance Agreement (BPA).
  • You must own at least 51% of the business equity.

Official Languages ​​Proficiency

  • Minimum Club/National Quality Award 7.

Education

  • You must complete a full-time post-secondary program in Manitoba that is at least two years long.
  • Studying and/or gaining work/business experience outside of Canada will be considered advantageous, but is not a requirement.

Age

  • You must be between the ages of 21 and 35.

Adaptability

  • You must have a valid open work permit at the time of application.
  • You must have resided continuously in Manitoba since graduation.
  • You must demonstrate your intention to continue residing in Manitoba after being nominated.

Net Worth/Settlement Funds

  • No deposit required.
  • A minimum net worth is not a prerequisite; however, net worth/cash flow will be considered to assess your ability to successfully execute your business plan.
  • You must demonstrate sufficient cash/liquid assets equivalent to the LICO requirement for independent financial resources over a 12-month period.
  • Your personal net worth will be verified by a third-party entity approved by the MPNP. The verification report and supporting documents must be submitted to the MPNP within 120 days of receiving your Letter of Approval (LAA).

Business Performance Agreement (BPA)

  • After your application is approved, you must sign the Business Performance Agreement (BPA) before the MPNP issues an approval-in-principle letter allowing you to implement your business plan.
  • Note: Some international graduates may be eligible to extend their PGWP for up to 18 months. Please see the IRCC press release for more information.

Who is ineligible to apply for the MPNP?

The following individuals are not eligible to apply for the MPNP:

  • Asylum seekers, or individuals currently in federal appeals/deportation proceedings.
  • Live-in Caregivers currently live in Canada.
  • Temporary foreign workers are those working and residing in a province other than Manitoba.
  • Spouse of a Canadian citizen or permanent resident
  • Individuals who have been rejected by the MPNP within the last 6 months and are unable to remedy the reason for rejection.
  • Individuals with active immigration profiles under other provincial or federal immigration programs in Canada (Note: Express Entry profiles are not considered immigration profiles).

If you or your spouse already have an active MPNP profile, you are not eligible to apply for another MPNP stream/pathway.

Apply – International Student Entrepreneur Pilot (ISEP)

Process Overview

The steps below summarize the process of expressing interest and submitting an application to ISEP. Steps 1-3 relate to expressing interest; steps 4-7 relate to submitting the application and meeting the eligibility requirements for nomination. Step 1: Self-assessment

  • Conduct an objective self-assessment and determine if you meet the minimum criteria for the International Student Entrepreneur Pilot.
  • Complete the Interest Guideline Form.

Step 2: Learn about Manitoba and research the Business Concept

  • Learn about the business environment in Manitoba and research prospective businesses.
  • Attending the ISEP information session at MPNP is mandatory.
  • Complete the Business Concept Form.

Step 3: Submit the forms to MPNP

After researching the Manitoba business environment and attending the mandatory ISEP information session, you can submit the forms. The required forms include:

  • Business Concept Form;
  • Interest Guideline Form; and
  • Code of Conduct for Immigration Representatives, if applicable.

The MPNP will respond via email. If you do not meet the minimum ISEP requirements, your business concept will not be considered. Note: Submitting the Interest Guideline and Business Concept form **is not** an MPNP application.

Step 4: Submit the complete application.

If you receive a Letter of Advice to Apply (LAA) from ISEP, you must submit a complete application to the MPNP within the deadline stated in the LAA. The LAA will provide detailed instructions on how to submit your application.

The MPNP reserves the right to request verification of net worth and financial information by a third-party entity designated by Manitoba. The LAA will specify if the MPNP requests you to submit net worth/financial information for verification.

  • Electronic submission (via email) of all provincial and federal forms is mandatory.
  • Paper copies of these forms are not accepted.
  • Hard copies of supporting documents can be submitted by mail or in person.
  • All documents in the Instructions and Document Checklist and the net worth verification report (if required) must be submitted, and you must pay the $2,500 application fee at the time of submitting your MPNP application.

Step 5: Review the application

  • Complete applications will be evaluated by the MPNP. The evaluation process includes an in-person interview with the MPNP.
  • If the application meets all requirements, the Program will send an acceptance email.
  • You must sign the ISEP (Business Performance Agreement) before the MPNP (Municipal Planning and Investment Program) approves you in principle to pursue your business plan.

Step 6: Operating the business in Manitoba

  • Implement your business plan and operate your business in Manitoba. MPNP officers can assist you with information and feedback.
