How is a teenager defined?
Each province and territory in Canada sets the age at which a person becomes an adult. This is called "the age of majority." Those who have not reached the age of majority are considered "minors."
Age of adulthood varies by state and territory:
- 18 years old: Alberta, Manitoba, Ontario, Prince Edward Island, Quebec, Saskatchewan
- 19 years old: British Columbia, New Brunswick, Newfoundland and Labrador, Northwest Territories, Nova Scotia, Nunavut, Yukon
Childcare for Adolescents in Canada
Parents or legal guardians must demonstrate that the minor will receive the necessary care and support during their time in Canada. Minors under 17 years of age must:
- Accompanied by a parent or legal guardian, or
- I have a guardian in Canada.
What is a Guardian?
A guardian is a responsible adult, a Canadian citizen or permanent resident, who will care for and support a minor. A guardian is not required for children 17 years of age or older, but immigration officials may require one in specific cases.
How Do I Appoint a Guardian?
To appoint a guardian, you need to submit the Custodianship Declaration form along with the minor's study permit application.
The two pages of the application form look similar, but:
- The first page must be signed by the guardian and notarized (certified by a lawyer or notary public) in Canada.
- The second page must be signed by the parent or legal guardian of the minor and notarized in their country.

- Providing care for the sick, whether at home or in the hospital.
- Handling legal issues such as disciplinary violations or legal entanglements.
- And other issues that fall outside the original scope of responsibility.
