To apply under the Skilled Worker in Manitoba (SWM) Pathway, you must demonstrate that you are employed in Manitoba as an established link to the country.
What is ongoing Manitoba employment?
Ongoing Manitoba employment means you:
- They have a valid work permit, and
- A company in Manitoba has offered you a full-time, long-term job after you have completed at least six consecutive months of full-time work at that company in the following capacity:
- temporary foreign workers, or
- International students who have graduated and are currently working.
If you can obtain a temporary work permit from Immigration, Refugees and Citizenship Canada (IRCC), you may be eligible to apply for the MPNP as a temporary foreign worker. Please see the IRCC website for more information on work permit options.
Qualifying employment
Your employer must:
- Incorporated or registered by law of the legislature of a province or the Canadian Parliament, and
- Operating as a business with manufacturing capabilities, a factory or business location has been established in Manitoba.
- The employer must demonstrate to the satisfaction of the MPNP that they are an established business and capable of providing you with full-time, long-term employment in Manitoba.
The following periods are not counted when calculating qualifying work experience time in Manitoba:
- self-employment
- unauthorized work, or
- Work time while you are studying full-time (e.g., experience gained under a co-op permit).
The following individuals are ineligible to apply under the Skilled Worker in Manitoba Pathway, and any work experience in Manitoba in these roles will not count toward determining eligibility time:
- DIYers
- business owner,
- owner-operators,
- The service provider, acting as an independent contractor for the business, is assisting with the application process.
Note: The MPNP only issues work permit support letters if a verifiable employee-employer relationship can be demonstrated.
Requirements for international students graduating from other provinces: If you graduated from post-secondary education in another Canadian province and wish to apply under the SWM Pathway because you have been offered a job in Manitoba, to be eligible, you must have worked for that Manitoba employer for at least one year prior to graduation.
Temporary foreign workers
Condition
- The long-term job offer must come from the same employer where you worked full-time for the requested period.
- You must be fully qualified for the position, including your training/education and all required licenses/certifications.
- You must have sufficient English language skills to be ready for work; specifically, you must demonstrate proficiency in English or French to perform the tasks described in the job description.
- Your connection to Manitoba through employment must be stronger than any connections you might have with another province.
- In your Settlement Plan, you must demonstrate your intention and plan to live, work, and build a family life in Manitoba as a permanent resident.
Note: Individuals exempt from the work permit requirement to work in Manitoba (e.g., Ministers of Religion) are not eligible to apply under this category.
Employment as part of a work-study program is not eligible.
International student working graduates
This applies only to graduates of post-secondary educational institutions in Manitoba. You are eligible if an employer in Manitoba offers you a long-term job after you have worked for at least six consecutive full-time months with a valid post-graduation work permit (PGWP).
Note: Some international graduates may be eligible to extend their PGWP for up to 18 months. Please see the IRCC press release for more information.
Condition
- You have enrolled in an approved educational/training program at a registered public post-secondary institution or private vocational school in Manitoba. (Language programs are excluded.)
- Your study/training program is full-time and a minimum of one academic year.
- You complete the program and receive a diploma, degree, or certificate.
- You have worked continuously for at least six months for the same employer who offered you the full-time, long-term job.
- You have a valid PGWP issued by IRCC.
- Strengthen your connection to Manitoba by enhancing any existing ties you may have with another Canadian province.
- In your Settlement Plan, you demonstrate your intention and plan to live, work, and build a family life in Manitoba as a permanent resident.
- You have the necessary skills and proficiency in English or French to perform the job duties.
Note: If you are an international graduate student who does not meet the eligibility requirements to apply under the International Student Working Graduate stream, you may be eligible to apply through the Skilled Worker Overseas Pathway or a pathway under the Business Investor Stream.
How to submit your application
This process applies to pathways within the Skilled Worker Stream and International Education Stream, excluding the International Student Entrepreneur Pilot. Pathways within the Business Investor Stream have a different, separate process and do not utilize the MPNP Online portal.
- Create an Expression of Interest (EOI) profile.
- If you receive a Letter of Advice to Apply (LAA), submit your complete application to the MPNP.
- The application will be thoroughly reviewed by an MPNP officer.
- Successful candidates will be nominated by the MPNP (Nominated).
- Within 180 days of your nomination, submit a separate application to the Government of Canada to apply for permanent residency for you and your family.
Who cannot apply for MPNP?
The following individuals are not eligible to apply for the MPNP:
- Asylum seekers, or individuals in the process of appealing or involved in federal deportation proceedings.
- Live-in Caregivers currently live in Canada.
- Temporary foreign workers are currently working and residing in a province other than Manitoba.
- Spouse of a Canadian citizen or permanent resident
- Individuals who have been rejected by the MPNP within the last 6 months and are unable to remedy the reason for rejection.
- Individuals who have an active immigration profile with any other provincial or federal immigration program in Canada. (Note: An Express Entry profile is not considered an immigration profile.)
- If you or your spouse already have an active MPNP profile, you are not eligible to apply for another MPNP stream/pathway.
