1) What is this program?

Nova Scotia Labour Market Priorities is a stream of the Nova Scotia Nominee Program (NSNP) designed to meet changing labor needs. The province will send Letters of Interest (LOI) to Express Entry applicants who match the current labor priority; only with an LOI can you apply under this stream.

2) Who would be suitable?

You may be suitable if you meet all of the following criteria:

  • I have an Express Entry profile number (I have created an Express Entry profile).
  • In Express Entry, you select that you are interested in moving to Nova Scotia.
  • You have received a Letter of Interest (LOI) from Nova Scotia (NSOI).
  • You met the criteria for the draw at the time you received your Letter of Intent (LOI).
  • Meet the work experience requirements of the Express Entry stream to which you qualify.
  • In your work experience, you have completed at least 51% of the job's NOC (Key Operations Center).
  • Do you have proof of legal residency status in your current place of residence?
  • Demonstrate your financial ability to support yourself and your family.
  • I intend to live in Nova Scotia.

3) Cases where you should NOT submit

Do not submit if you fall into any of the following categories:

  • You are living in a country where you are not legally permitted to reside.
  • Have received nomination/endorsement (NSNP or Atlantic Immigration Pilot) within the last 12 months.
  • Have applied for immigration under humanitarian/compassionate or refugee categories; or have been denied asylum in Canada.
  • Received a deportation order from IRCC or CBSA.

4) Application process (summary)

You will be working with two levels of government: Federal and Provincial.

  1. Create Express Entry profile (IRCC) → receive profile number.
  2. Receive Letter of Intent (LOI) through the Express Entry system (from NSOI).
  3. Submit NSNP Labour Market Priorities through the province's online service within 30 calendar days of receiving the Letter of Interest (LOI). (Late submissions will be rejected.)
  4. Result: Nominated or rejected (final decision, no appeals allowed).
  5. If nominated: you must accept the nomination within 30 days on Express Entry.
  6. Then submit your PR application to IRCC.
  7. Upon becoming a Permanent Resident (PR): notify Nova Scotia within 30 days of arriving in the province, providing the required documents.

Nomination deadline: the nomination certificate expires at the end of the month, one year after the nomination date; you must submit your PR application to IRCC within this timeframe.

5) Basic documents/files to prepare

(NSOI may request additional selections/draws.)

  • Your Letter of Intent (LOI) and supporting documentation proving you meet the draw criteria will be awarded.
  • Reference letters from previous employers, with detailed requirements (time worked, job title, duties, salary, working hours, and proof of NOC compliance + ≥51% of primary duties).
  • Passport (copies of the pages as instructed).
  • Proof of legal residency in your current place of residence (including Canada if you are in Canada).
  • Proof of financial means (3-month bank statements and/or investment portfolio/withdrawal terms).
  • If the documents are not in English/French, translation must be done by a certified translator; relatives and staff of the paying representative are not permitted to translate.

6) Important Note

  • There is no fee for submitting the NSNP application, but there may be costs for translation, language testing (if required), agent fees, etc.
  • Providing false or incomplete information (misrepresentation) can result in you being ineligible to apply for immigration categories for 5 years.
  • Criteria may change / the program may be paused or closed, and applications may be evaluated according to criteria in effect at the time of processing.
  • NSOI may withdraw your nomination before you receive your PR visa if you no longer meet the eligibility requirements or if there are issues with your immigration information/ability as assessed by IRCC.
