OINP - Ontario's Express Entry Human Capital Priorities stream

Ontario's Express Entry Human Capital Priorities stream is a branch of the Ontario Provincial Nominee Program (OINP). This program provides opportunities for foreign workers with appropriate work experience, education, and language skills to be nominated for permanent residency in Ontario, Canada. Importantly, a job offer is not required to participate in this program.

Eligibility requirements:

1. Valid Express Entry profile: You must have a valid profile in the Express Entry system of Immigration, Refugees and Citizenship Canada (IRCC) and receive a Notice of Interest from the province of Ontario.

2. Work experience: Depending on the federal program you choose for assessment (Federal Skilled Worker Program or Canadian Experience Program), you need at least one year of continuous full-time or part-time work experience in an occupation classified as TEER 0, 1, 2, or 3 under the National Occupational Classification (NOC). This experience must have been accumulated within 5 years (for the Federal Skilled Worker Program) or 3 years (for the Canadian Experience Program) prior to your OINP application date.

3. Educational qualifications: You must have a qualification equivalent to a bachelor's degree or higher in Canada.

4. Language proficiency: You need to achieve at least a level 7 in the Canadian Language Benchmark (CLB) system for all four skills: listening, speaking, reading, and writing.

5. Proof of financial resources: You must demonstrate that you have sufficient funds to support yourself and your family when settling in Ontario.

6. Intention to settle: You need to clearly demonstrate your intention to live and work permanently in Ontario.

After receiving a Notice of Interest from Ontario, you can apply online for provincial nomination. If nominated, the next step is to apply to the Canadian federal government through IRCC for permanent residency. The final decision on granting permanent residency will be made by IRCC.
