Alberta: Startups & immigration for non-Canadian graduates

Did you graduate in Vietnam or another country outside of Canada and want to implement a business idea in Alberta?
The Foreign Graduate Entrepreneur Stream (FGES) under the Alberta Advantage Immigration Program is designed for individuals with non-Canadian degrees who wish to develop a startup or innovative business in the province. This is an entrepreneurial stream, not a program that only requires a diploma and a job offer.
As of October 14, 2026, the Alberta website indicates that the FGES is accepting Expressions of Interest (EOI).
Who should explore this?
Individuals with an educational background, business experience, and a suitable startup idea who are ready to implement their business directly in Alberta.
Key Requirements
- Hold a non-Canadian degree completed within the 10 years prior to EOI submission; an ECA is required to confirm equivalence to a Canadian degree.
- At least six months of full-time experience in business management, ownership, or equivalent experience at an incubator/accelerator.
- CLB/NCLC 5 in all four skills. Test results must be less than two years old at the time of EOI submission.
- Minimum investment of 100,000 CAD in a metropolitan area; 50,000 CAD in areas outside the Calgary and Edmonton Census Metropolitan Areas.
- Have a recommendation letter from a designated agency approved by the AAIP.
- Have settlement funds for at least six months, based on family size and community.
- The business must be related to technology, aerospace, financial services, energy, agriculture, tourism, life sciences, or pharmaceuticals; it must not be on the excluded list.
A Substantive Business Plan Is Required
The business plan must demonstrate the market, operations, personnel, capital, financial projections, and risks. Hiring someone to help write it does not replace the applicant's need to research and understand their own plan.
On August 12, 2026, Alberta added guidance regarding the ability to establish and maintain sustainable business operations. The province confirmed this as a clarification of existing requirements, not a change to the minimum criteria.
Main Process — New Startup Business
- Prepare a business plan, pitch deck, and work with a designated agency.
- Submit an EOI to be scored and selected.
- If invited, submit a Business Application within 90 days.
- If approved, sign a Business Performance Agreement. The support letter from Alberta is used to apply for a work permit with IRCC.
- After being granted a permit, move to Alberta to directly own and operate the business for at least 12 months: maintain at least 34% ownership in a metropolitan area or 51% in a regional area; fully fulfill the agreement.
- Submit a final report to request a nomination.
- Once nominated, submit a PR application to IRCC within six months; continue to maintain legal residence, legal work status, and nomination conditions.
Provincial Fees
According to the fee schedule effective April 7, 2026:
- Entrepreneur EOI: 200 CAD.
- Business Application: 3,500 CAD.
This is not the total cost: there are also investment capital, living expenses, federal fees, and related service costs.
Common Misconceptions
- An EOI is not a nomination application.
- A Business Application Approval Letter is not a nomination.
- A support letter for a work permit is not a work permit; IRCC makes the final decision on authorization.
- Operating for one year does not replace the requirement to complete the entire Business Performance Agreement.
Limitations
Meeting the requirements does not guarantee an invitation or a nomination. A nomination does not guarantee PR: IRCC continues to assess health, security, background, and permanent residence conditions. Alberta may withdraw a nomination if the applicant no longer meets the requirements.
