Updated per Alberta government source on October 6, 2026.
The Rural Entrepreneur Stream is part of the Alberta Advantage Immigration Program (AAIP), designed for entrepreneurs who wish to establish or purchase a business in rural Alberta communities. The pathway includes operating the business, applying for provincial nomination, and subsequently applying for permanent residence.
Candidate and Business Requirements
- Experience: A minimum of 3 years as a business owner/active manager or 4 years as a senior manager within the last 10 years.
- Education: Minimum equivalent to a Canadian high school diploma, accompanied by an ECA.
- Language: CLB/NCLC 4 in each skill; results must be less than two years old at the time of EOI. IELTS General Training, CELPIP General, PTE Core, TEF Canada, or TCF Canada are accepted.
- Minimum net worth of 300,000 CAD for the candidate or spouse/common-law partner; minimum investment of 100,000 CAD from personal equity.
- New business: Minimum 51% ownership; partners must be Canadian citizens or PRs. Existing business: 100% ownership and full takeover of control.
- New business must create at least one full-time job for a Canadian citizen or PR, excluding relatives, and maintain it for at least six months. Business succession is not required to create new jobs.
- Must have a physical business location in a community with a population of under 100,000, outside the Calgary and Edmonton Census Metropolitan Areas; must have a Community Support Letter.
- Candidates must reside in Alberta and manage the business on a day-to-day basis; remote management from another province or country is not permitted.
Exploratory Visit and Community Support Letter
Contact participating communities using official contact information, discuss proposals, and conduct an exploratory visit in person or via video, as agreed. Submit an Exploratory Visit Report and Business Proposal Summary. The community decides whether to provide support; the AAIP and the community do not issue visa support letters for exploratory visits.
EOI and Ineligible Businesses
The EOI scoring grid has a maximum of 175 points, covering rural factors, business experience, business establishment, personal capacity, and adaptability. Higher investment or business succession may increase points, but does not guarantee an invitation.
Ineligible categories include passive investment, seasonal or project-based businesses, home-based businesses that do not meet regulations, activities lacking value-added contributions, and categories excluded on the Alberta website. For business succession, it is necessary to check relationships with previous owners, whether the business was previously owned by an AAIP entrepreneur nominee within the past four years, and ownership changes in the three years prior to the Business Application.
Economic establishment guidelines from August 12, 2026
Alberta has clarified how existing requirements are assessed without changing eligibility criteria. Beyond investment levels and ownership ratios, candidates must demonstrate the ability to directly manage a viable and sustainable business in Alberta. Files must include evidence regarding the market, cash flow, staffing and salary plans, economic benefits, management capacity, and necessary permits. The AAIP reviews information at the EOI, Business Application, and operational/reporting stages; additional information may be requested.
Process and Application Outcomes
- Check eligibility and prepare a business proposal along with mandatory stream documents.
- Submit an Entrepreneur EOI; wait for AAIP selection and an invitation to submit a Business Application.
- Submit the complete file, business plan, and required fees; if approved, execute a Business Performance Agreement (BPA) and appropriate work permit procedures.
- Reside in and directly manage the business in Alberta and fulfill operational and reporting commitments. For new businesses, operation is generally required for at least 12 months, and minimum operational duration and BPA terms must be met before applying for nomination.
- AAIP assesses the nomination request; once nominated, apply for PR under the IRCC's Provincial Nominee Program Non-Express Entry and continue to fulfill operational obligations.
Meeting the operational duration does not automatically guarantee nomination. IRCC processing times vary; do not use the 12–18 month timeframe as a commitment. Cases involving ownership and operation of an eligible business for at least one year immediately prior to the EOI have specific provisions and do not necessarily require an additional year of operation after submitting to the AAIP.
The total AAIP allocation for 2026 was increased to 6,603 nominations on August 10, 2026. This is the total for the entire program, not the number of remaining spots or a stream-specific quota. Allocations and queues by stream should be checked via Alberta's application processing page.

Select a topic group, then click on individual questions to view the answers.
Business Experience Requirements (6)
Does practical but unregistered business experience count?
You must prove business ownership and direct management experience according to AAIP criteria. Unregistered activities can be difficult to verify regarding ownership status and duration; eligibility cannot be confirmed by claims alone.
Does past 60% ownership and management of a former company count?
It may be considered if you can prove your role as an owner, direct manager, and the duration of operation falls within the required AAIP timeframe.
What about a company that has ceased operations or is being dissolved?
You must cross-reference actual operational duration, registration records, taxes, contracts, and evidence of management. Being in the process of dissolution does not prove the business is still operating.
Should I register as a sole proprietorship or a limited company to prepare the application?
You should choose a legal structure suitable for your operations and record-keeping capacity. The AAIP evaluates evidence of actual experience; there is no guarantee that one registration form will be automatically accepted.
Can I start preparing the application when my experience is unclear?
You can conduct a preliminary assessment and gather evidence first. You should only invest or submit an EOI after a lawyer or RCIC has reviewed the critical requirements.
What documents are needed to prove experience?
These may include business registration, ownership percentage, tax returns, contracts, invoices, statements, personnel records, and documents demonstrating direct management decisions.
Net Worth, Investment, and Language (6)
What are the minimum net worth and investment amounts?
According to the current program requirements presented on this page, the minimum net worth is 300,000 CAD, and the minimum investment is 100,000 CAD from personal equity. Check current Alberta criteria upon submission.
Can I use my spouse's assets?
The net worth of the candidate and their spouse or common-law partner may be considered according to program requirements, provided there is clear evidence of ownership and debt obligations.
Can I prove net worth primarily through gold?
The ownership, value, origin, and verifiability of assets must be assessed according to evaluation requirements; do not assume gold will be accepted based solely on personal estimates.
Can I use contracts and statements from selling real estate last year?
Transaction documents can help explain the source of funds, but you must prove your net worth status at the required time, including liabilities and the flow of funds.
What are the English or French requirements?
According to the requirements presented here, a minimum of CLB/NCLC 4 in all four skills is required, with valid test results at the time of EOI.
Are a degree and ECA required?
Generally, at least the equivalent of a Canadian high school diploma and a foreign credential assessment are required per program guidelines.
Business Setup, Acquisition, and Communities (6)
Can I buy a café or takeaway instead of starting from scratch?
You may consider an eligible business acquisition model. Check requirements regarding ownership, control, business status, and practical viability.
Can I just contribute capital and hire someone else to manage it?
No, this does not meet the requirement for the candidate to directly manage the business on a daily basis. Passive investment is not a model of the Rural Entrepreneur Stream.
Is job creation for Canadians mandatory?
The requirement depends on whether you are starting a new business or engaging in succession. New businesses have job creation requirements; you must develop a realistic staffing plan.
What is a Community Support Letter?
This is a letter of support from an Alberta community participating in the program after they have reviewed the candidate and their business proposal. It is not a guarantee of nomination or PR.
Is an exploratory visit to an Alberta community required?
Yes, you must carry out an exploratory visit process and communicate with the community according to AAIP guidelines and the method accepted by the community.
Does KeyApply help find businesses and build a Business Plan?
KeyApply can assist with model research, business planning, and coordinating community contact according to the scope of the contract; investment choices and support decisions remain with the relevant authorities.
Family and Dependents (3)
Can a child nearing 22 years old accompany the family?
Regulations regarding dependent children depend on age, marital status, and legal exceptions at the time the file is received. Plan early; there is no guarantee a child will remain eligible after years of waiting.
Is the spouse required to take a language test?
Do not confuse the mandatory requirements for the principal applicant with points potentially earned for the spouse's adaptability. Check the current AAIP point grid.
What if the family has another baby while the EOI is pending?
You must notify your representative of changes to family members to assess the obligations for updating information on the portal and subsequent steps.
EOI, Exploratory Visit, and PR Process (6)
Does submitting an EOI mean I have been accepted?
No. An EOI is a step to express interest and wait to be selected; it is not an approval of a Business Application, provincial nomination, or PR.
What if the EOI is not selected?
You must monitor EOI validity and applicable re-submission rules. There is no guarantee of selection within a specific timeframe.
What if the dates on the portal are incorrect?
Verify against original documents and coordinate with your representative to correct them according to portal guidelines before confirming or submitting.
Do I get PR as soon as I arrive in Alberta?
No. This is a multi-stage process: selection, conducting business and commitments, nomination review, and then federal PR assessment.
After getting a Work Permit, am I certain to be nominated?
No. Candidates must fulfill business commitments and meet requirements to be assessed for AAIP nomination.
How long is the total time from start to PR?
It depends on EOI selection, file processing, business activities, nomination, and IRCC. A fixed timeline cannot be guaranteed.
KeyApply fees, contracts, and support (5)
What are the included fees?
It is necessary to distinguish between assessment fees, business consulting, immigration representation, government fees, site visits, business acquisition or startup costs, and operating expenses. Quotes depend on the specific profile.
Are initial fees refundable if the assessment is unsuccessful?
This depends on the scope of work, contract terms, and applicable regulations. You must read the refund policy before signing.
Can fees be transferred to another program?
Not automatically. Any changes to services or reallocation of fees must be agreed upon in writing.
How do KeyApply and the lawyer or RCIC divide the work?
KeyApply supports business assessment, information preparation, the Business Plan, and coordination as per the agreement; immigration consulting and representation are handled by lawyers or RCICs with the appropriate licenses.
What if the community does not issue a Support Letter?
You need to review the feedback, the business model, and other suitable communities if the program allows; there is no guarantee that a community will provide approval.
FAQ: Entrepreneurial Investment and Family Immigration
Click on a question to see the answer. Conditions must be met at the time of application submission.
Can I participate in the entrepreneur program if I have never been to Canada?
Yes, if you meet the requirements for management or business ownership experience, financial status, language proficiency, and other program conditions. An on-site visit may be required if specified by the program.
Is a 100,000 CAD investment enough for the whole family to immigrate?
This is only the minimum business investment for some program streams, not the total budget. You also need to prove net worth and prepare for application fees, living expenses, operating costs, and contingency funds.
Which sectors have low startup costs?
You can research small bakeries, food retail, or local services suited to community needs. You must verify eligible industries, permits, job creation potential, and realistic budgets before investing.
Which program has the fastest decision-making process?
No program guarantees the fastest results. You must account for provincial approval times, work permit processing, the operational phase, nominations, and federal PR processing.
Can my spouse and children accompany me?
You can apply for appropriate documents for family members if current conditions are met. Spousal work permits and children's study rights are not automatically guaranteed.
Is tuition free for children in public schools?
This depends on the province, school board, children's age, and the family's residency status. You should verify with local authorities before making a decision.
Can I apply if my English is not good?
Some provincial entrepreneur programs set a minimum requirement of CLB 4. However, you must meet the specific requirements of each program and have sufficient communication skills to manage the business.
What if I have no business experience?
Having capital alone is not enough. You must meet requirements for ownership or senior management experience and other mandatory criteria; if you do not qualify, you should consider another path.
Is Alberta or BC more suitable for a family with young children?
You should compare each community based on schools, housing costs, weather, healthcare, business opportunities, and local support. Neither province is definitively better.
Can I purchase an existing business?
It depends on the program. Alberta Rural may consider eligible business purchases; BC Regional generally requires starting a new business that suits the community and does not allow for purchasing existing businesses.
Can I open a shop in Toronto or Vancouver under Rural/Regional streams?
No. These streams only apply to eligible rural/regional communities; you must check boundary and industry priorities.
Do I have to create jobs for Canadians?
Programs often have requirements to create eligible jobs for Canadian citizens or permanent residents. You must check the quantity and standards for each specific stream.
Can I get PR if my business fails to meet its goals?
Not guaranteed. Fulfilling your business commitments and meeting nomination requirements directly impacts your PR path.
Is C11 a direct immigration program?
No. C11 is a temporary work permit for eligible cases and does not automatically lead to nomination or PR.
What information should I prepare for an assessment?
Age, education, management or business experience, net worth, investment capital, English proficiency, number and age of children, and the preferred province for residency.
