Program Status and Intake Schedule

The RCIP currently remains open at the federal level with 14 participating communities. Each community applies its own priority occupation list, selection criteria, quotas, and intake schedule. Having a job offer or meeting minimum eligibility requirements does not guarantee a community recommendation or the granting of PR by IRCC.

  • Thunder Bay: As per the announcement on October 2, 2026, designated employers must submit candidate applications before 12:00 PM on October 15, 2026 (Eastern Time, same as Toronto). The application portal closes at this time; remaining recommendation certificates for 2026 are expected to be issued in November. For candidates currently working in Canada, the local authority does not accept applications under maintained status and requires the work permit to have at least 4 months of validity remaining when submitted to the CEDC. This is a specific requirement of Thunder Bay.
  • West Kootenay: The September intake was the final Community Recommendation intake for 2026. Currently, no new Community Recommendation applications are being accepted; dates for the next 2027 intake have not yet been announced.

The Rural Community Immigration Pilot (RCIP) is an immigration pilot program for skilled workers wishing to live and work long-term in rural or remote communities in Canada.

The goal of the program is to help small communities address labor shortages while attracting skilled immigrants to settle permanently and contribute to local economic development.

Currently, the Government of Canada has selected 14 rural communities with the capacity to receive and support immigrants. These communities have the authority to:

  • Designate qualified employers
  • Approve job offers
  • Recommend candidates for permanent residence (PR)

PROGRAM ELIGIBILITY REQUIREMENTS

To apply for permanent residence under the RCIP, candidates must meet the following requirements:

1. Valid Job Offer

  • Must have a valid job offer
  • The job offer must come from an employer designated by the community

2. Work Experience

  • Minimum of 1 year of relevant experience (1,560 hours)
  • Within the last 3 years; experience must be paid, meet NOC/TEER requirements, and not be self-employed.
  • Certain international students who graduated from a public post-secondary institution in the community may be exempt from the experience requirement if they meet all IRCC conditions. View experience and exemption requirements.

3. Language Proficiency

  • Must take a language test approved by IRCC (IELTS/ CELPIP/ TEF…)
  • CLB/NCLC 6 for TEER 0–1; CLB/NCLC 5 for TEER 2–3; CLB/NCLC 4 for TEER 4–5

4. Education

  • Have a Canadian credential
    OR
  • Have a foreign credential with an Educational Credential Assessment (ECA)

5. Proof of Funds

  • Demonstrate sufficient funds to:
    • Support yourself
    • Support your family according to IRCC family size calculations, including members not accompanying you

PROGRAM APPLICATION PROCESS

STEP 1: Choose a Rural Community

Candidates need to select one of the participating communities, for example:

Each community has its own priority occupations and labor needs.

STEP 2: Obtain a Job Offer

Before submitting a PR application, you must have a job offer.

  • Each community will publish a list of designated employers.
  • Only these employers are authorized to hire workers under the RCIP.
  • The job must be in a priority occupation for that community.

STEP 3: Obtain a Community Recommendation

Once you have a job offer:

  • The employer will submit your recommendation application to the community for review.
  • The community will verify:
    • If the job is in a priority occupation
    • If the job offer is genuine and valid
    • If the candidate meets all program requirements

If approved, the community will issue a Recommendation Letter.

STEP 4: Submit Permanent Residence (PR) Application

After receiving the Recommendation Letter, you may submit your PR application to IRCC.

HIGHLIGHTS OF THE RCIP

  • No Express Entry required
  • No CRS score required
  • RCIP work permits apply an LMIA exemption mechanism if all IRCC conditions are met
  • Focused on local, real-world labor needs

WHO IS THE RCIP FOR?

  • Skilled workers who want to settle permanently
  • Individuals willing to live in rural areas
  • Candidates with a valid job offer who intend to reside long-term in the recommending community
  • Individuals with practical work experience suited to local needs

Language, Education, and Financials

  • Minimum language proficiency based on the TEER of the job offer: CLB/NCLC 6 for TEER 0–1; CLB/NCLC 5 for TEER 2–3; CLB/NCLC 4 for TEER 4–5. Accepted tests include IELTS General Training, CELPIP-General, PTE Core, TEF Canada, and TCF Canada.
  • Minimum education equivalent to a Canadian high school diploma. Foreign credentials require an ECA from a designated organization, issued less than 5 years prior to the application date.
  • Proof of funds is required based on family size, unless currently working in Canada on a valid work permit. Family size includes spouse/common-law partner and dependent children, even if not accompanying. Check current thresholds directly via IRCC.

Work permit during the PR processing time

After submitting a PR application under the RCIP, eligible candidates may apply for a 2-year work permit, valid only for the employer who provided the job offer. This requires a qualifying job offer, a community recommendation, and meeting work permit application requirements. This is not an open work permit for the principal applicant.

Spouses or common-law partners may apply for an open work permit at the same time, but the permit only allows them to work within the same community as the principal applicant. The employer must provide an offer of employment number before the candidate begins the work permit application.
