Announcement effective from December 4, 2025
KeyApply offers the following service packages for all customers who already have a chip-embedded national identity card :

Package 1 - Ho Chi Minh City or Hai Phong: requires a chip-based citizen ID card, a registered phone number, and the ability to receive SMS messages.
Package 1a. Create VIEID accounts in Ho Chi Minh City and Hai Phong. -
Package 2 - Other details : Requires a chip-embedded citizen ID card, a VIEID account, a registered phone number, and the ability to receive SMS messages.
Package 2a. No VIEID account yet, has a registered phone number, receives SMS. - Additional: CT07 for provinces that require it: Dong Nai (Binh Phuoc), Khanh Hoa (Ninh Thuan), Nghe An, Can Tho (Hau Giang + Soc Trang) do not have chip-embedded citizen ID cards, so they need to apply for a new passport-style ID card. An additional fee will apply.
- Transfer fee for documents from Vietnam if paper copies are required.
The typical processing time is 4 to 7 weeks depending on the province/city, and may be extended depending on the policies of each province/city. KeyApply does not guarantee the processing time and will not refund fees if it takes longer than expected.

If you are not on the list of packages above, or do not yet have a chip-embedded national identity card, please contact the relevant authorities in Vietnam to obtain one. KeyApply can provide consular authentication services for your signature upon request. The authentication and certification fees are non-refundable.

Q&A
1. Is the service fee calculated in CAD or USD? Does it include shipping costs?
- Service fees are in CAD and do not include taxes and shipping costs.
- Taxes are calculated based on the customer's region.
- Shipping fees will be charged separately at checkout.
2. Can I use this invoice for tax purposes?
- KeyApply issues invoices with value-added tax; customers can consult with their accountant.
3. How many original and translated copies will I receive?
- Each service includes two original copies and one English-Vietnamese translation.
4. If I choose the service to send the original documents to Canada, when will I receive them?
- Shipping time: 7-10 days.
- Shipping fees depend on the customer's location.
5. Why do I have to pay a fee to send the original documents to Canada?
- Criminal record certificate No. 2 is only issued in Vietnam, so the original must be sent from Vietnam.
6. If I have a criminal record (whether active or expunged), can I still obtain a Criminal Record Certificate No. 2?
- Yes, it's possible. The information on LLTP No. 2 is confirmed by the competent authority. KeyApply only assists customers in obtaining this document.
