EcoGuard – Material Coating Technology
A model for developing coating membranes for construction materials or composites. The plan must clarify proven features, standards, production lines or manufacturing partners, and the B2B market.
The project is oriented toward entrepreneurs investing in and directly managing business operations in Canada, incorporating an assessment of current Provincial Nominee Programs and suitable Business Work Permits. Product status, ownership rights, budget, and implementation feasibility must be vetted before signing an investment agreement.
Implementation Plan
- Select province, location, and customer segment based on market research.
- Evaluate technology, licenses, partners, and commercial operational capacity.
- Develop a business plan: capital source, investment costs, revenue, working capital, and staffing plan.
- Define ownership structure and the investor's direct management responsibilities.
Areas for Due Diligence
Evidence of commercial activity, technology ownership, clients, and personnel in Canada is required. Passive investment, capital contribution for immigration status, or simple business registration does not meet operational requirements.
Provincial Nominee Programs (PNP) for consideration
- BC Entrepreneur Immigration – Base: focused on starting a new business or purchasing and developing an eligible business in BC.
- BC Entrepreneur Immigration – Regional: only considers starting a new business aligned with the priorities of a participating community, requiring community exploration and referral; not applicable for purchasing existing businesses.
- Alberta Rural Entrepreneur Stream: focused on starting a new business or purchasing a business in an eligible rural community, requiring community support and a realistic operational plan.
- Alberta Foreign Graduate Entrepreneur Stream: can be evaluated separately for graduates outside Canada with an innovative model meeting requirements, including assessment by a designated agency.
The appropriate program is selected based on province, industry, investment capital, net worth, experience, language proficiency, and capacity for direct management. This serves as a guideline for due diligence and does not constitute confirmation of provincial project approval.
Business Work Permit for Investors
- C11 – Work Permit for temporary business owners: must demonstrate significant benefit to Canada and meet temporary residence conditions; this is not a PR program.
- C60 – Work Permit for PNP candidates: evaluated after provincial approval to participate in the entrepreneur program and receipt of a Work Permit support letter. A support letter does not constitute a PR nomination.
- ICT – Intra-company Transfer: only evaluated when an active foreign business exists, with a qualifying corporate relationship to the Canadian entity, and the transferred personnel meeting requirements; not applicable solely based on share purchase.
Can the business hire additional foreign workers?
This can be assessed if there are genuine positions, legal business operations, the ability to pay wages, and a corresponding staffing need. Under this model, positions for engineers, developers, technical staff, manufacturing, sales, or operations can be considered based on actual demand. Starting or purchasing a business does not automatically grant the right to hire foreign workers.
- TFWP / LMIA: assessment of position, NOC, wage level, Canadian recruitment efforts, financial capacity, and employer compliance. Labor caps and restrictions on low-wage applications depend on the location, industry, and regulations at the time of submission.
- C16 – Francophone Mobility: consideration for hiring individuals with French listening and speaking proficiency at NCLC 5 or higher for work outside Québec, provided all conditions are met; exemptions apply for certain primary agricultural jobs.
Hiring foreign workers does not replace the mandatory positions reserved for Canadian citizens or permanent residents within entrepreneur programs. Work permits for business owners and employees are assessed separately.
