Pause on New Applications
IRCC stopped accepting new applications for the Self-Employed Persons Program as of April 30, 2024. The announcement on December 19, 2025, extended this pause until further notice. The 2027 date mentioned in old information should not be interpreted as a confirmed reopening schedule.
Update: October 9, 2026. This page provides reference information and support for clients who have already submitted applications or wish to evaluate appropriate pathways.
1. What is the Self-Employed Persons Program?
A federal permanent residence program for individuals with relevant experience in cultural activities or athletics, who have the capacity for self-employment and can make a significant contribution to the cultural or athletic life in Canada.
Not every freelancer or business owner qualifies for this program. Québec has its own self-employed program with separate conditions.
2. Eligibility Requirements Published by IRCC
The following conditions help in understanding the program and pending applications; this does not mean new applications can currently be submitted.
- At least two years of relevant experience, occurring in the period from five years before the application date to the day IRCC makes a decision.
- Experience includes two one-year periods of self-employment in cultural activities/athletics; or two one-year periods of participation at a world-class level; or a combination of one year for each category.
- The intention and ability to be self-employed in Canada, meeting selection criteria.
- Meet health, security, and financial requirements to support yourself and your family.
3. Selection Points and Language Proficiency
The threshold for points published by IRCC is 35/100. Achieving this score still requires meeting the program’s definitions and conditions.
| Factor | Maximum Points |
|---|---|
| Education | 25 |
| Experience | 35 |
| Age | 10 |
| English / French | 24 |
| Adaptability | 6 |
Experience points: two years = 20; three years = 25; four years = 30; five years = 35. Language is a scored factor; to receive points, you must prove your proficiency according to IRCC guidelines.
4. What should applicants with submitted files do?
IRCC continues to process the backlog of applications during this pause. Applicants must monitor request letters, complete biometrics, undergo medical examinations, provide police certificates, or submit additional documents as instructed; and update any changes in contact information or family status.
Processing times depend on the individual application and the volume of the backlog. Please use the IRCC processing times tool; do not use the old 1–2.5 year estimate for planning.
5. Work Permits and Business Plans
Submitting a Self-Employed application should not be considered a guarantee of obtaining a Work Permit, immediate authorization to work, or an automatic two-year permit. If you wish to work in Canada while awaiting your PR, a lawyer/RCIC must assess your specific permit type, eligibility, and residency status.
Starting a company or purchasing a business does not replace immigration requirements. A business plan must be based on your actual capacity and the agreed scope of work.
6. How does KeyApply provide support?
- Receive information regarding your experience, achievements, self-employment activities, and business goals in Canada.
- Assist with document collection, translation, and administrative tasks as needed.
- Support with market research, business plans, and professional networking where appropriate.
- Coordinate with lawyers/RCICs to assess submitted applications or evaluate other programs.
Jenny Đặng is a business consultant; immigration consulting and representation are handled by licensed lawyers or RCICs. Service fees are quoted separately based on the scope of work and agreement; the rate shown for the “Need consultation” option is not the total cost of an application file.
