C43 – Post-Graduation Work Permit (PGWP)
An Open Work Permit (OWP) for students who have graduated from eligible programs and DLIs.
Eligibility and Key Requirements
- Apply within 180 days of receiving confirmation of completion; meet study authorization history and full-time study requirements, with permitted exceptions.
- Applications from November 1, 2024, generally require CLB/NCLC 7 for degree-granting programs or CLB/NCLC 5 for non-degree college/non-university programs.
- Certain non-bachelor/master/doctorate programs require specific fields of study; verify study permit application date and CIP.
- Eligible master's programs of at least 8 months may qualify for a 3-year PGWP; other programs of 2 years or more may qualify for 3 years, while those from 8 months to under 2 years are generally granted a duration based on program length, subject to passport validity.
Required Documents
Completion letter, transcripts, study permit, passport, language test results, and CIP confirmation where applicable.
Important Notes
Not all DLIs offer PGWP-eligible programs. A PGWP is generally issued only once; the duration depends on the program length and passport validity, up to a maximum of 3 years.
LMIA exemption still requires meeting all work permit eligibility criteria. Work permits and permanent residency applications are assessed separately.
