C16 – Francophone Mobility: Work Permit for French speakers
An LMIA-exempt work permit for individuals with French language proficiency and a suitable job offer outside of Québec.
Target audience and main requirements
- Living and working outside of Québec.
- French listening and speaking proficiency equivalent to NCLC 5 or higher.
- Job offer can be in TEER 0–5, excluding primary agriculture TEER 4/5; employer must complete the IMP offer.
Documents to prepare
Job offer, evidence of location, French language proficiency, experience/qualifications, and the IMP offer number.
Important notes
The language of the workplace does not have to be French. Telework for an employer based in Québec does not qualify under these guidelines; C16 is distinct from the FCIP/French-speaking Express Entry pathway.
LMIA exemption does not waive the requirements for obtaining a work permit. Work permits and permanent residency are processed separately.
