C60 – Work permit for provincial entrepreneur candidates

For candidates who have been approved by a province or territory to participate in an entrepreneur program and issued a work permit support letter, prior to receiving an official PR nomination.

Key eligibility and requirements

• Hold a valid support letter for the appropriate stream; a viable business plan and necessary implementation capital.
• Demonstrate experience, management capacity, and economic, social, or cultural benefits.
• The Québec stream for entrepreneurs/self-employed individuals requires a CSQ and support from MIFI under specific regulations.

Support letter, provincial agreement, business plan, proof of funds, and management capacity.

Points to note

C60 is different from C11. Having a work permit support letter does not mean you have been nominated for PR. Following an official nomination, the T13 category may be considered.

An LMIA exemption still requires meeting work permit eligibility criteria. Work permit and permanent residency applications are processed separately.
