What is the Federal Skilled Worker Program (FSWP)?
The FSWP is a federal permanent residence program for skilled workers with professional experience, including experience gained outside Canada. The program is managed through Express Entry; candidates can prepare their applications from outside Canada and are not required to have previously studied or worked in Canada.
1. Minimum eligibility requirements
- Experience: At least 1 year of continuous, paid, full-time work experience, or the part-time equivalent, within the 10 years prior to application. This minimum experience must be in the same NOC as the primary occupation and fall under TEER 0, 1, 2, or 3.
- Language: A minimum of CLB 7 for English or NCLC 7 for French in each of the four language skills: listening, speaking, reading, and writing.
- Education: A Canadian secondary school diploma or higher, or a foreign degree with an Educational Credential Assessment (ECA) to prove its Canadian equivalency.
- FSWP selection points: Achieve at least 67/100 points, in addition to meeting all minimum eligibility requirements.
Experience must align with the general description and the lead statement of the NOC code. One year of experience is equivalent to 1,560 hours; IRCC does not count more than 30 hours per week. Experience gained while studying may count if it was paid, continuous, and meets other requirements.
2. Distinguishing 67 points from CRS
| Scoring system | Purpose |
|---|---|
| FSWP 67/100 | Assessment of eligibility to participate in the FSWP |
| Express Entry CRS | Ranking candidates in the pool for ITA issuance |
The FSWP grid evaluates language proficiency, education, experience, age, arranged employment, and adaptability. Reaching 67 points does not guarantee a sufficient CRS score to receive an invitation. CRS thresholds fluctuate by round; there is no guaranteed threshold for PR.
3. Job offers and provincial nominations
The FSWP does not require all candidates to have a job offer. A valid job offer can still influence FSWP selection points or financial exemption requirements. As of March 25, 2025, IRCC no longer adds 50 or 200 CRS points for job offers; this does not remove the program's job offer requirements.
Provincial nominations through Express Entry can add 600 CRS points upon acceptance. Candidates must meet provincial criteria and demonstrate an intent to reside in the nominating province; a nomination does not automatically grant PR.
4. Financials and settlement
Generally, applicants must prove sufficient settlement funds based on family size. This requirement is waived if the applicant is currently authorized to work in Canada and has a valid job offer. Use the current IRCC tables and appropriate banking documentation; borrowed funds cannot be used to meet settlement fund requirements.
Applicants must intend to live outside of Quebec and meet all health, background, and security requirements.
5. Required documentation
- Passport and family identification documents.
- Results from IELTS General Training, CELPIP-General, PTE Core, TEF Canada, or TCF Canada; results must be less than 2 years old when creating a profile and when submitting a PR application.
- Diplomas, transcripts, and ECA for studies completed outside Canada.
- Letters of reference confirming job duties, duration, hours, and salary, along with supporting employment documentation.
- Proof of funds, police certificates, and any additional documents requested by IRCC.
6. Process
- Assess NOC, experience, language, education, and the 67-point grid.
- Create an Express Entry profile and verify the CRS score.
- Monitor relevant invitation rounds, including occupation/language-based draws if eligible.
- Upon receiving an ITA, complete and submit the PR application within the deadline, typically 60 days.
- IRCC processes the application; PR is confirmed only upon final decision and completion of procedures.
