Can Work Permit holders study without a Study Permit?

IRCC has a temporary public policy effective from September 4, 2026, expected to end on December 31, 2027 (subject to early revocation), which allows certain valid Work Permit holders to study in programs lasting 6 months or less without a Study Permit, provided all conditions are met. Eligibility of the 23-week PSW program must be reviewed based on the actual schedule, permit status, and IRCC guidelines; it does not automatically guarantee a Study Permit exemption for all students. Students must check their Work Permit validity and conditions for continuing studies.

Special note on placement: An employer-specific Work Permit may not allow placement at a different facility or in a different occupation; a new permit may be required before starting the placement. Healthcare work may also require a valid immigration medical examination. Being allowed to study does not mean you are authorized to transition to working as a PSW under your current permit. If studying full-time under this policy, work experience gained during the study period does not count towards CEC requirements or Canadian experience points in Express Entry as per IRCC guidelines.

Career Opportunities and Immigration Pathways to Evaluate

After graduation, actual employment determines the NOC code. Positions may fall under NOC 33102 (TEER 3) in healthcare facilities or NOC 44101 (TEER 4) in home care; do not assume all PSW positions qualify for Express Entry.

  • Canadian Experience Class / Express Entry: NOC 33102 may be eligible if sufficient qualifying experience, language proficiency, and other criteria are met; NOC 44101 is not eligible for CEC under the TEER group.
  • Express Entry - Healthcare and Social Services: Considered when the NOC and experience duration meet category criteria at the time of application.
  • Ontario Immigrant Nominee Program: Streams with job offers or suitable professional options depend on current programs, provincial regulations, salary levels, and employer conditions.
  • Atlantic Immigration Program: Opportunities may arise from a job offer by a designated employer in Atlantic Canada and related conditions.
  • Rural Community Immigration Pilot: Depends on the priority occupation list of each community and a job offer from a designated employer.

There is no guarantee of employment, a Work Permit, or PR upon graduation. Home Care Worker Immigration Pilots should not be presented as a route accepting new applications unless a reopening has been announced by IRCC.
