What is the Canadian Experience Class (CEC)?
CEC is one of the three federal permanent residence programs managed through Express Entry, designed for individuals with skilled work experience in Canada. Meeting the CEC eligibility criteria allows candidates to enter the pool; receiving an invitation depends on the CRS score and the specific round of invitations.
1. Canadian Work Experience
- Minimum of 1 year of paid work experience (salary or commission) within the 3 years prior to application, equivalent to 1,560 hours. Only a maximum of 30 hours per week is counted; overtime hours cannot be used to shorten the 12-month requirement.
- The job must fall under NOC TEER 0, 1, 2, or 3; you may combine multiple jobs or qualifying NOC codes.
- Work must be performed in Canada while authorized under temporary resident status. If working remotely, you must be physically present in Canada and working for a Canadian employer.
- Actual duties must align with the lead statement and the majority of main duties of the NOC; a job title on a contract is insufficient to determine the occupation.
2. Excluded Work Experience
Work performed while studying full-time, including co-ops; self-employment; unauthorized work; or volunteer/unpaid internships do not count toward the minimum experience requirement. Certain physicians providing publicly funded medical services may qualify for an exception regarding self-employment under IRCC policy; this requires individual assessment.
3. Language Proficiency
| Occupation Category | English | French |
|---|---|---|
| TEER 0 or 1 | CLB 7 | NCLC 7 |
| TEER 2 or 3 | CLB 5 | NCLC 5 |
Minimum levels apply individually to all four skills: listening, speaking, reading, and writing. Accepted tests include IELTS General Training, CELPIP-General, PTE Core, TEF Canada, and TCF Canada. Results must be less than 2 years old when creating the Express Entry profile and when submitting the PR application.
4. Education, Finances, and Settlement
CEC has no minimum education requirement; Canadian credentials or foreign degrees with an ECA can help increase the CRS score. Applicants for PR under CEC are not required to demonstrate financial stability as per standard Express Entry settlement fund requirements. If the system requests financial documentation, a letter of explanation justifying the exemption should be submitted.
Candidates must intend to reside outside of Quebec and meet requirements regarding health, background, and security. Experience in Quebec may be counted if the candidate can prove plans to settle outside of that province.
5. Profile and Process
- Check your NOC, work authorization, duration, and qualifying hours.
- Prepare language test results, employment verification letters, contracts, payslips, and relevant tax documents; obtain an ECA if you wish to count foreign degrees for points.
- Create or update your Express Entry profile; monitor your CRS and invitation rounds.
- Receive an ITA and submit your PR application within the timeframe specified by IRCC, typically 60 days.
CEC does not require a job offer. As of March 25, 2025, a job offer no longer provides 50 or 200 CRS points. An Express Entry profile does not automatically extend a work permit or authorize continued employment; you must maintain your legal status independently.
