PEI PNP – Work Permit Stream
The Business Impact Category is intended for foreign nationals with business ownership or senior management experience who wish to come to PEI on a work permit to establish or purchase and actively manage a business before being considered for nomination.
Key Requirements
- Minimum net worth of 600,000 CAD, verifiable and legally obtained.
- Minimum high school equivalent.
- Aged 21–59.
- Possess transferable management skills and business ownership or management experience.
- Minimum language proficiency of CLB/NCLC 4.
- Have a genuine intention to live and work in PEI and actively manage the day-to-day operations of the business.
- Attend an interview and satisfy a Business Performance Agreement with the PEI Office of Immigration.
EOI and Process
An EOI is valid for 6 months and is not an application. PEI reserves the right to limit intake or remove an EOI from a draw. Once invited, the applicant must submit an application according to the deadlines specified in the ITA and complete net worth verification as per current requirements.
An open stream does not guarantee that an applicant will be invited. The number of invitations depends on federal allocation, the volume of applications, and PEI’s priorities.

FREQUENTLY ASKED QUESTIONS
Is there an investment program involving 290,000 CAD into a nursing home that provides a monthly salary and PR immediately upon arriving in Canada?
There is currently no verified official provincial program with a mechanism to pay 290,000 CAD, receive 110,000 CAD back via salary, contribute 180,000 CAD to the government, and obtain immediate PR. This should not be considered a government commitment. Work permits, provincial nominations, and PR are distinct legal processes. You must request the program name, the official government link, contracts, financial flow documentation, and have them vetted by an RCIC or lawyer before transferring funds. The PEI Work Permit Stream typically begins with an entrepreneur process and a work permit, followed by a nomination review only if requirements are met; it does not grant PR immediately upon arrival.
Can I invest in an existing nursing home instead of starting my own business?
You must check the specific provincial conditions, ownership percentages, acquisition structure, permitted industries, direct management responsibilities, and operating licenses for care facilities. Simply contributing capital to receive dividends or a nominal salary does not guarantee eligibility for nomination or PR.
