EXPLORE THE DETAILS

Service details

Temporary Resident Retention Pilot (TRRP) is a pilot program in Manitoba that helps employers retain eligible temporary residents currently working in the province. TRRP applications must be submitted by the employer; it is not a program for employees to apply on behalf of the business, nor is it an automatic open work permit.

Industry updates as of 04/02/2026

Hospitality and Food Services have been removed from the TRRP. Employer applications and candidate referrals in this group submitted after the effective date will not be accepted/processed per the Manitoba announcement. Certain skilled trades listed separately may be exceptions within excluded industries; specific NOC codes and official lists must be checked.

The announced eligible industry groups include agriculture, construction and technical trades, information technology, food processing, education, healthcare, and manufacturing. General industry names do not replace the need to verify specific positions.

Key requirements for employers

  • Operate continuously in Manitoba for at least 3 years, have valid registration, and maintain a physical business location.
  • Minimum gross revenue of 350,000 CAD in each of the 3 most recent years.
  • Meet requirements for retaining at least 50% of staff over 3 years, financial capacity, and compliance with labor/recruitment regulations, including WRAPA when required.
  • Maintain a genuine employer-employee relationship and a qualifying job. TRRP supports existing positions, so recruitment advertising like EDI is not required.

Requirements for employees to review

  • Reside in Manitoba and work full-time, at least 30 hours/week, for the same employer for at least 18 months.
  • Have a valid work permit expiring within less than 1 year from the date the employer submits the TRRP application, or have maintained status according to program criteria.
  • Typically aged 21 to 45, or as specified by the conditions designated for the employer's application.
  • Meet all remaining requirements regarding education, experience, language, employment, and the intent to live in Manitoba according to official criteria.

Process

  1. Employers identify current employees and verify industry/occupation and mutual eligibility.
  2. Employers complete the TRRP application and submit it according to Manitoba guidelines.
  3. Following evaluation, perform candidate referrals and MPNP steps as guided. If work permit support is involved, employers and applicants must separately complete IRCC requirements.

Profile assessment with KeyApply

Register for an assessment to review the eligibility of the employer, job position, work permit, experience, and ability to meet MPNP requirements. The 0 CAD price for the assessment registration option is not the total cost of an immigration application. Government fees and professional services, if applicable, are determined separately based on the scope of support.

Employer support does not guarantee a nomination, work permit, or permanent residence. Each step must meet Manitoba and IRCC requirements at the time of processing.
