If you are interested in immigrating to Prince Edward Island and wish to invest in and operate a business, you may be eligible for nomination for permanent residency through the Work Permit Stream of the Prince Edward Island Provincial Nominee Program (PEI PNP).

This stream is for foreign nationals with business ownership or senior management experience who wish to move to PEI to start a business and then become permanent residents.

Effective August 18, 2022, all applicants invited to apply under the Work Permit Stream must verify their net worth through one of the designated asset appraisal agencies. For detailed instructions, please see Step 4 in the Business Impact Category Guide.

Am I eligible to apply?

To be eligible for nomination under the Work Permit Stream, you must:

  • Have a minimum net worth of CAD 600,000, clearly demonstrated and accumulated from your own legitimate sources;
  • have a minimum educational qualification equivalent to high school;
  • Between the ages of 21 and 59 at the time of application;
  • Possesses transferable management skills and prior employment experience or business ownership experience;
  • Meet the minimum language proficiency level CLB/NCLC 4;
  • You intend to live and work in PEI, and directly manage your business on a day-to-day basis;
  • Attend an interview with an officer from the Immigration Office;
  • Meet the terms and conditions of the Performance Agreement signed with the Immigration Office.

How do I submit my application?

If you meet the above conditions, you must:

  • Read the Business Application Guide.
  • Next, you or your representative must create a profile in PEI's Expression of Interest (EOI) system.
    • You will need to provide a valid email address, identification information, and passport details.
    • Once your account is verified, you can complete your EOI profile.
    • Each applicant may only have one active EOI profile at a time.

EOI documents are valid for 6 months.

You must ensure all information is accurate and verifiable.

  • If your information changes before you receive the invitation to apply, you can update it.
  • If your information changes after you've been invited to apply, you must notify the Immigration Office – this could affect the final decision.

Important :

  • An Expression of Interest (EOI) is not an immigration application, but merely expresses a desire to be considered for submission to the Business Impact Category of the PEI PNP.
  • The office reserves the right to limit the number of applications or exclude any from the EOI selection round.

If you are invited to apply, you will receive an email notification with your application code and instructions on how to submit your application.

You must complete all application forms when invited.

Important:

  • All information in the EOI application must be valid and verifiable.
  • The Immigration Office will cross-reference the information in the nomination application with the Expression of Interest (EOI); any discrepancies may affect the applicant's ability to submit the application.
  • Applications found to contain false information (misrepresentation) may be banned from being applied for for two years.

⚠️ a. The probability of being invited is almost zero.

In the first 10 months of 2025, only 1 entrepreneur candidate was invited to apply out of a total of 1,081 invitations for the entire program.

This means the rate of business invitations was 0.09%, the lowest in the entire history of the PEI PNP.

→ In essence, the PEI Entrepreneur Program is no longer a viable option for immigration, even though it is technically still open.

⚙️ b. Extremely high score threshold (150 points)

In the only time an entrepreneur invitation is issued (June 2025), the minimum score is 150, while most applicants struggle to surpass the 130–135 mark.

This reflects PEI's selection process, which focuses on selecting only "exceptionally outstanding" candidates – typically those who have previously lived, worked, or invested in PEI.

→ A score of 150 is equivalent to almost the maximum score in the PEI EOI system.

💼 c. Absolute priority given to workers and international students

All remaining draws for the year are exclusively for Labour Impact & Express Entry — that is, those who have worked in PEI or graduated from UPEI, Holland College, or Collège de l'Île.

The selection criteria all revolve around:

  • I am currently employed in PEI.
  • There are job offers in sectors with labor shortages (healthcare, trades, manufacturing).
  • Live in PEI for at least one year.

Foreign businesspeople who have never worked or lived on the island have virtually no chance.

🧱 d. Federal allocation (IRCC allocation)

The PEI table clearly states: “Provincial immigration pathways are dependent upon federal immigration allocations.” This means that IRCC limits the number of nominations for each province.

In the context of IRCC cutting the 2025 PNP quota, PEI allocated the entire quota to workers in occupations facing shortages, leaving no slots for entrepreneurs.

→ It's not that PEI doesn't want to, but rather that it's not allowed to grant multiple entrepreneur nominations.

🧾 e. “Expression of Interest is not an application” - Restrictions apply

The PEI Immigration Office asserts that they have the authority to restrict intake or exclude EOIs from the draw.

In reality, the vast majority of entrepreneur EOI applications remain "frozen" in the system for more than six months without ever being withdrawn.
